That’s not how Hillsboro sees it. In this document: on page 260, Hillsboro planners explicitly state that the purpose of the grant request is to seek annexation of “their” part of the Aloha-Reedville community within 5 years.

Based on this kind of underhanded, conniving piracy, I don’t think the grants are a very good idea. Better to use the funds for something useful, like patching some pot holes!
