Had the Merkley amendment stayed in the bill, the mandate would have applied to firms with five or more employees. It didn’t stay in the bill, however, and so the mandate only applies to firms with 50 or more employees.

ITS NOT ONLY THE LARGE CONSTRUCTION COMPANYS.
Small Construction Company Mandate: In all other insdustries,firms with 50 or fewer employees are exempt from the mandate. In the construction industry, the exemption applies only to firms with 5 or or fewer employees.

I wonder who came up with this idea?
