The ruts don’t come from trucks, they are almost all from studs. Check out the Washington DOT site. They show a lot of stud damage in Washington, but virtually no grooves in very heavily traveled freeways in the South were studs are uncommon. Also when there is heavy truck damage on an asphalt road, the ruts are spaced Truck wheel width apart, and the ruts are Dual Tire width.

The new Studdless Snows have eliminated the reasons for Studded tires. They grip as well as studs in almost all ice and snow conditions, and are much better on wet and dry pavement.

As a Volunteer Ski Patroller, I drive our mountain roads almost every weekend, and also take driving ski vacations. In the 10 or so years since I started using Studdless Snows, I have never once wished I still had studs. Every time I drive on a wet or dry road, I am really glad that I don’t. When I hydroplane over the ruts on US 26, I wish no one else did either.

There are really only 2 just options:

1. Make studded tires illegal.
2. Place a sales tax on studded tires. Make the tax at least enough to cover the damages done by studded tires.

Driving is a privilege, as opposed to a right, such as the fruits of your labor.

Article IV Section 32 of the Oregon Constitution is unconstitutional to both the existence of the Oregon Constitution, and Article I Section 1 of the Oregon Constitution. Furthermore, Article IV Section 32 of the Oregon Constitution is unconstitutional to the existence of the US Constitution.

You can’t have *both* a construct which acknowledges the individual, inherent rights of Homo sapiens, and then have amendments to those constructs which infringe on the individual, inherent rights of Homo sapiens.

All of our individual, inherent rights are derived from our individual, inherent right to own property, beginning with our own bodies. Your property is just that. It is your property. Your home, your land, and the fruits of your labor are all your property, and therefore it is completely under your jurisdiction. If it wasn’t completely under your jurisdiction, then you wouldn’t truly own it.

If you would like to keep the fruits of your labor, it is entirely up to you. You have complete jurisdiction over your property, as there is simply no one else to ask. Who would you ask if you could keep your own property ? The buck stops with you. Period.

I suspect Jahe Dunham doesn’t beleive global warming is legitimate either. Just another ignoramous being a blowhard. You watch, this summer the roads will turn darker because of oils and tire residue, as soon as stud season starts the areas where ruts appear turn to a nice fresh chesled asphalt or concrete color, it doesn’t take a jeaneous to figure this out. Rubber versus steel, really, is there any arguement.
I do think Jeff Bernards has taken the wrong track though. Studs should be taxed, something like $40 per tire at purchase time or every year they’re installed. This allows for fairness in the system, if people really feal the need for them, fine, let them pay extra, and the rest of us won’t be left helding the repair bill. And bringing Sizemore into the picture just cost credibility.
This type of thinking can also be applied to other hotbed issues, if people are against the USE of the death penalty let them pay to jail these loosers for life, personnally I say off-em and save the money for more law enforsement or schools

So angry. It's not the only reason the surface streets are worn but it's contributor. I would much rather have a car with studdless tires that can stop in time on wet streets. Studded tires have been shown to have worse stopping distances on dry and wet pavement. Also, modern winter tire componds have come up to par with the studded tires on icy roads. So there really isn't a reason to have studded tires. Try reading this study from 2002 on the comparison of studded tires vs. studdless. http://www.wsdot.wa.gov/research/reports/fullreports/551.1.pdf It basically says that studded tires only work slightly better then studdless tires on icy roads at or near freezing. When the temperature goes up or down significantly they even out or are out performed by the studdless. They also say that these icy conditions only occur about 1% of the time during the winter in the PNW. So why use studded tires when they only out perform the studdless 1% of the time?

The reason for surface streets being wore down is there are older and dont get repaired and get same traffic daily. And chances are that they are only maybe 2 out or 10 cars on those roads even have studs on so you are gonna say that is why those surface roads are wore down 5 months of studs on 2 out of 10 cars THAT IS BULL.

And as for having drove in the snow and lived in it for over four years ya you can do fine on with studless snow tires if you know how to drive . But what about the hundreds of thousands of people that suck at drivin in the snow I WOULD RATHER THEY HAVE THE STUDDED TIRES IT MAKES IT SAFER FOR THOSE THAT CAN DRIVE SAFELY IN THE SNOW WITHOUT THEM. And what about the retards that chain up in the middle of the road DO YOU REALLY WANT MORE OF THESE STUPID PEOPLE CHAINING UP IN THE MIDDLE OF THE ROAD

I have lived on both sides of the mountains and have driven on many snowy roads with studdless snow tires. I have never needed studded tires and don’t think they are necessary. They are a crutch for people who don’t learn how to drive in the snow and can give a false sense of security. If people think there is a safety issue then either tax the purchase of tires with the money going to road maintenance or limit them to certain areas that get significant snow throughout the winter season or both.

Also, if you think that semi trucks are the main reason for rutted roads then why are many surface streets rutted where big trucks don’t travel? Studded tires cause a lot of damage needlessly.

This is a Portland issue and as such should only be enacted in the Portland area.

Ban the purchase of studded tires according to license address. People who live in ODOT District 2A and 2B under 1000′ elevation should not be allowed to use them.

If Bernards wishes to pass this legislation, it has to address the safety angle as well. Otherwise a failure is guaranteed.
