And at least some of the fees you are talking about that have been rolled back are SDCs (or system development charges). These fees are designed to recoup the financial impacts of new development. Under Oregon law they are a way for new growth to pay for its fair share. By rolling back these kind of fees the cities you talk about are simply transferring the burden for the impacts of new development from the developers (and eventually their customers) to the existing citizens of the city. In my opinion.
