This blunder essentially makes it difficult to evaluate the benefits of the Main Street Program. It is a program that if it proves out – might well reduce the need for urban renewal districts. But it is doubtful that if in the overlap areas the Main Street is successful that there will be an asterisk pointing to the overlap. Can’t do it right for doing it wrong.
