It’s funded by downtown property owners in the 213-block Business Improvement District, an area in downtown where property owners are required to pay fees for the area’s improvement. ”

Replace “intended” with “designed” and the truth surfaces. Just how much value can be assessed to an organization whose purpose seems to be to validate its existence? Interesting – on one hand they have argued that downtown business patronage is deterred by the homeless – yet they produce “statistics” that show an increased in business patronage. The assumption being that more people downtown equates to increased business traffic.

The author has it correct – “non-scientific report.”
