The Federal Courthouse 15 years ago didn’t respect the active groundfloor use requirement or rules against blank walls. Yet both of these rules are vital to the health of downtown.

Why doesn’t the under construction Immigration and Naturalization (INS) building in the Pearl have gates, walls, fences, double fences, look out towers, moats, etc like this building? I mean I’m glad they didn’t make that building a fortress but I’m just wondering what the difference is when they are both Federal offices for immigration.

Otherwise, natural resources and taxpayer money will just be wasted.

Jeff Stuhr, chairman of the Portland Design Commission, said he is concerned that Bancroft Street’s narrowness and fast-moving traffic on Macadam Avenue could hamper accessibility. He said GBD may want to fine-tune its plan for handling that portion of the project.
Perhaps a road diet or various methods of traffic calming is whats needed?
