It’s the cost of doing business either passed through to the building owner-renter and/or reduces the profit of the builder-developer. Seems more fair if the permit fees support the level of service desired by a builder-developer rather than the general taxpayer.

I believe it’s about time that the City of Portland, and other jurisdictions, change the way building departments fund their respective building department’s engineers, inspectors, and associated staff. Here we have a perfect example of how with our ongoing situation at Portland’s BCD, using a limited revenue source stemming by and large from only building fees, etc. to pay for the department is short sited for a large metro region like Portland’s. If such delays for services required by the jurisdiction come from the jurisdiction itself, I too as a developer/builder would be more likely to construct a project elsewhere, taking away valuable jobs. We can’t afford to lose more jobs, especially those associated with the construction industry. I hope the city can find a better alternative for funding BCD and hire back some of the staff they’ve had to let go over the last couple years.
