Frankly, if they don’t want the money don’t apply for it. Boohoo that they have to put up with the testy public. But having said that my experience with the PDC public participation process matches that of Mr. Owendoff who “has two major gripes with the public process: One is that too many stakeholders are invited to the table, which increases the difficulty of reaching agreements; another is that insight comes only from people willing to attend meetings, and those people tend to represent special interest groups.”

The public participation manual is an excellent document well crafted by PDC staffers – too bad that PDC seems to ignore it.
