From a pilot safety standpoint, Portland approach who controls the airspace for instrument landings and take offs, it is often scary when they let you go with 2000 ft above the ground because they can’t monitor you any more. The west portland hills block the radar for traffic around the field. This is an accident waiting to happen.

A tower would facilitate corrdinated traffic patterns and safe take off and landings. The justification is already there with the shear numbers of planes using the field. This isnt about Willsonvilles plans, or Clackamas counties plans, this is about avoiding crashes and saving lives.
