Of course it is a tax. Walks like a duck . . . etc. Since when is it the local government’s role to bail out failed businesses? Or for that matter why should any one set of businesses be required to bail out failed or failing businesses, non-profit or not. And, one wonders just how this fund might be administered?

Is this an attempt at reparations for damage done by urban renewal? Get over it and move on. There is no political, social or economic justification for this lead balloon. Harebrained and sophomoric – is an apt description of the concept. Did I mention that it is a bad idea?
