The Citizens of Troutdale have paid for this clean up with a bond measure passed in 1999. It was to build the new sewer treatment plant and demo the old one. Cost over runs on the new plant used the monies that should have been for the demo of the old plant.
Troutdale has also given the Outlet Mall another $600,000 when they decided not to use their option to build a new road through the mall.
We have already paid for this twice, we should not have to come up with the funds a third time. The City council should not be over seeing this project as they do not have the ability to manage such a large project. The City Council does not even use the advisory committee that was formed to help over see this project.
