One of the reasons this building is having such a difficult time in obtaining an owner is the cost of seismic upgrades. I don’t understand how the Daily Journal failed to address this fact. Gaping hole.

It is interesting too that the group is connected to Pearl Neighborhood Association. To a skeptic like myself I wonder if we will see a PDC investment, i.e, tax increment funds.
