Washington County’s Clean Water Services has said on a number of occasions that Portland could send its sewage downhill to the Durham treatment plant but that Portland would have to invest in increasing the plant’s capacity. For the past year, while the Fanno Creek Pump station was broken down, the sewage went to Washington Co.

Portland has the option of using gravity to move its sewage. Instead they tell us that it is in the best interest of their rate payers to use fossil fuel to pump sewage from Garden Home to North Portland where they can release dirtier effluent into the Columbia River than would be called for by the higher standards (ie lower dilution factor) of the Tualatin. It is shocking to me how hypocritical (and at the same time inept) the City of Portland is in this matter.

Point of clarification: the proposed facility is intended to serve the needs of Portland West Hills, not the unincorporated Washington County area surrounding the station itself. I have two corrections on assertions matters in the story attributed to me. I don’t know whether I misspoke or Ms. Weinstein misunderstood, but the distance from the proposed building to the South property line is about 40 ft. not 20 ft, and not all of the 100+ trees the
City proposes to cut are in wetlands.

Many corrections are needed in the claims attributed to Mr. Marriott, but I will limit myself to one, and allow him to correct the others. Washington County never approved the expansion. The staff recommended approval to the County Hearings officer, but after the hearing and the evidence was presented, that favorable staff recommendation was not adopted by the Hearings Officer and the City’s request was denied. There was no appeal by the residents. None was needed. The County has never approved the City’s request. A staff recommendation is far from an approval, and the only appeal has been by the City to LUBA.
