I am not sure that the above, the crux of the article, makes sense. If workers shift from present jobs to the new jobs there will be vacancies. But why would workers shift unless their jobs are ending? And isn’t there a certain amount of specialty skills needed for this type of construction, i.e., one cannot just hire any construction worker employed or not?

Thus, even assuming that some workers with the needed skills are working in positions not requiring those skills will shift to the skilled positions – those unemployed will not necessarily be employed to fill those “emptied” positions.

A better story might well analyze the skills needed for this project and match that with the extant skills of workers in the local area, employed or unemployed. And throw in the union effect. The goal- how many net local workers will be employed as a result of this project?
