The question is: will the investment work? Portland already benefits from its desirability as a place to live – it makes sense that an above average public school system would raise property values. The proposed brick and mortar projects must be accompanied by an enhanced learning experience (improved teaching) for the students in relevant classes, and this actually is the harder half of the equation to achieve.
John Killens assertion the bonds need to be spent on private contractors and not public employees makes sense- but is also a bit curious. As an executive of an association, is he not a private sector bureaucrat?
