As a result, union officials aren’t sure how many workers will be needed in Oregon.”

While it is understandable that the unions don’t know exactly the number of needed workers, one would guess that they have, or should have, a pretty good estimate.

It seems clear that the bulk of the workers will be needed in Oregon, but do they have to be union? Are Oregon electricians union members only? From the Journal’s articles it seems Oregon is a union shop – true?
