I think employers can take a preventative approach to workplace bullying, however, in the cases that do come up, employers should take it very seriously and do whatever they can to address the issue.

When I worked for Clark County Washington, I was assaulted by a workplace bully, (who is a lead supervisor), during work in which I had my sternum separated due to being punched in the chest. The building official, who still remains their, did everything in his power to hide the incident from those in HR. I was asked to accept a half-hearted apology and to not pursue any legal recourse. Worst mistake I had ever made was to accept any kind of an apology. The person should have been arrested and prosecuted and pay for the emotional distress and physical pain it had caused me.

Accepting the apology and moving on never became an issue with me until a year and a half later, when this bully decided to brag about hitting me to another one of my co-workers. This is why bullies need to be accountable. They need to be put in there place and label as such. Its sad that this person has never had to pay for his misdeeds and had to deal with his anger issues. Perhaps, the next time it happens, the employer (Clark County) will have to answer for the lack of response and willingness to cover this up when someone else is hurt or files a tort claim against them.
