Is anyone asking why they are spending this kind of money?

Apartment buildings in that area can sell for as little as $50,000 per unit. That $88 million could purchase 1,500 new units and still have $13 million ($130,000 per unit) left over to upgrade the existing neighborhood. $130,000 buys a lot of wheelchair ramps and insulation.

Instead of just re-writing the press releases, should journalists be asking these kind of questions?
