“A $100 utility bill would then be reduced to $70. Add in the $20 lease fee, and a solar lease customer would save around $10 a month.”

Would save around $10? How close to around $10? Is this etched in stone?

It isn’t clear either if the home owner actually receives an actual discount in the end. How long does the lease run and what are the leasing costs as opposed to an outright purchase? When would a $30 saving offset the purchase price?

Are the ten full time jobs? Are these installer jobs? And what wages will be paid? Might be interesting for a follow up on the actual jobs created and number of lease takers.

This seems more like a subsidy/incentive program benefiting companies like SolarCity not the end user.
