These quotes by Mr. Thorpe pose additional questions. Will there be any further follow up on the estimated savings? How does spending $760,000 create jobs? Changing light bulbs? Will there be a follow up to determine an actual carbon savings?

Frankly, having read this article I am still not sure exactly what was done to save $130,000 per year or that the grant money was well spent. E.g., “[i]n some places, such as the exhibition halls, 1,000-watt lights and fixtures were replaced with 100-watt ones.” Isn’t it a bit incredulous – changing from 1000 watt bulbs to 100 watt bulbs provides the same or better illumination?

Oh yes – once the reader gets down to the area next to the photo we finally get an inkling. But there is also this: ““What they had here before was all the same,” […] as he straightened out wires on a set of fixtures. “Some of these new ones are metal halide.” Set of fixtures were metal halide?
