That said, it could be fun in places like the downtown core and commercial nodes, so long as the emphasis is upon art and NOT advertisting (images of Blade Runner are in my head as I write this).

It would be very targeted, and the effect would be zero overall on light pollution in the city. However, the effect on night-time vibrancy and excitement would be amazing! Let’s showcase otherwise dark, dreary areas downtown at night and give people a reason to look around and feel pride–and maybe learn something new.
