One of the main purposes in prequalification of bidder is to assure that those bidding have experience relative to the complexity and scope of the project under consideration. For an example, the experience of expanding an aquatic facility in a high ground water environment while the facility remains in operation is not a project that a custom home builder contractor is qualified to take on in my opinion. Nor is building a bridge or creating 2 miles of interstate highway. It appears that the eighth paragraph of Mr. Hickey’s article states that the only measure of experience can be whether a contractor stayed within budget and schedule on a contract. I would agree if the contract is of a similar nature to the project under consideration.
