Now, we have a right to use this tool for a wider range of purposes. Essentially, we are trying to revitalize or improve areas that are falling short of their potential, and have significance to the entire community. While I would not argue that most Downtown Portland is blighted, I would argue that it is worth concentrating capital dollars there to continue to revitalize and improve it, and in turn, incentivize more private development that creates property tax dollars. So we need a wider range of words than just blight!
