It is an unusual and rare case for a neighborhood that has single family houses. There are serious concerns about preparing for Cascadia and the Oregon coast has much to tackle regarding tsunamis, but creating a construction moratorium to stop one house (that was approved by the Planning Commission and upheld by the City Council) is a bit of overkill. Cannon Beach and other coastal communities have developed tsunami evacuation routes, and in Cannon Beach these are continuing to be refined. There are no “choke points” being caused by the construction of house or cottage.

There has been more done to prepare for the Cascadia event by the coast communities than been done by inland communities. By the logic you are asking for the coast, should there be a construction moratorium implemented in the valley until all the unreinforced masonry buildings are seismically upgraded (which include schools with a student population of over 300,000 students)? Destroying the coastal economy is hardly a remedy that will help the coast prepare.
