According to DOJ spokeswoman Kate Medema, Nagy paid kickbacks of about $10,000 to a project manager who was working on the project. The project manager then helped Nagy structure a bid for the project that guaranteed he would be the lowest and would avoid an expensive bond requirement that other contractors couldn’t.

Also, the project manager wasn’t charged because he was considered a drifter in poor financial shape.
