Why not let a smaller local engineer with local expertise (that would not be us) examine the remaining project, carefully vet qualifications with city. Break out of the mold and hire engineering in an open (as opposed to fixed) market. All engineers generally carry insurance commensurate to project risk, they are all equivalently registered, and the small firms are suprisingly loaded with talent. There would be many reasons a smaller local ( Oregon-based) firm would want to do such a project well. They may have to bolster staff, but there is a lot of available local talent out there. That’s what the big boys do! This project is not rocket science.

In fact, the City expressly instructed the VE Team not to scrutinize other supply alternatives or diversion points. (See VE Report at page 1-2.) Mayor Eager’s point–that there was independent review of these decisions–is either incorrect, or was taken out of context.
