One important aspect you missed in this writeup…
If cement plants in USA shut down because of economic hardship implementing new emission controls, or because suitable emission controls simply aren’t workable for a particular plant (like Durkee plant in Oregon), that will not change the demand for cement. It will simply push cement production to other countries, where emission controls are lax or absent. The environmental advocates, while well intentioned, are missing that bit of reality. The premature deaths are not being prevented, they are simply being transferred to a foreign population, such as China, India, Indonesia. Same is true for the jobs we so desparately need in this country.
