I trust we’re talking only about crimes of theft, assault, drug trafficking, hate, and vandalism. No point in measuring robbing banks and such.

What people are charged with these crimes on the cars, at stops, and in the parking areas? Same folks charged again for doing same thing in other locales, or do we get a whole new crop of criminals?

Pare down the stats in these two areas, and you may see different results.
