The pocket lining needs to stop. Competitive bidding should be the norm. with exceptions only in very special situations. The oversized CM/GC is also overpriced, taking local money back to the big city, and not spending it where they make it. The need for these companies has its place and should be regulated by project size and $$ amount. The public agencies in individual towns owe it to the citizens who pay for services the chance to bid these projects.
