Design approval and planning fees with associated lengthly approval timelines have increased costs of a project nearly 25% in the City of Portland. Design by Community also adds significant costly time to a project. Existing tax incentives along with significantly shortened approval processes and associated fees would entice more developers to add more affordable housing to their projects.
