Metro is counting on 90% of its development capacity in the City of Portland coming from redevelopment of existing property. On the one side of its mouth, the city says, bring it on. On the other side, they say no you must pay new taxes. At best 10% of the city’s poor live in subsidized housing projects or receive vouchers, and 90% pay market rates. We need to remove barriers like those proposed so that we build as much housing as possible.
