The City of Portland cannot expand its growth boundary as it is land locked by other city and counties bordering/surrounding its city limits. I think you meant to write the region or Metro should consider expanding the regional growth boundary surrounding the Portland MSA, like in Clacakamas and Washington Counties. Beaverton, Hillsboro, Happy Valley, Gresham, Willsonville, etc.
It should be clarified that the region as a whole should consider expanding the growth boundary and not write the article inferring it is a City of Portland problem. The City of Portland’s only option is infill or demolition of existing parcels as it is land locked on all sides, north south east and west. There is no where for “The City of Portland” to expand rather than defer to surrounding communities outside the city limits in the periphery.
