Please be advised that ‘Black Oregonian’ Ms. Byrd and Others have moved forward on a startling and revealing 20+ Page ‘Official’ Complaint that has the potential to change the future use of — and the alleged illegal and misuse of — Urban Renewal in the state of Oregon.

The ‘Official’ Complaint by Ms. Byrd and Others has been and/or will be filed with both local and national offices, including Housing Secretary Ben Carson and US President Donald Trump along with US Senators, the DOJ, GAO, Oregon’s Secretary of State, Congressional Committees, Legal bodies, the Oregon Assembly for Black Affairs (OABA), and others. The ‘Official’ Complaint by ‘Black’ Ms. Byrd and Others alleges prosecutable violations including housing discrimination with respect to the c.1971 Emanuel Hospital Urban Renewal Expansion and Relocation Plan which remains ‘open’ and UNcompleted to this day.

Upon learning of the 1 August 2017 media announcement where Emanuel Hospital and Portland City officials and others spoke to wrongs done under the Urban Renewal umbrella, ‘Black and today homeless’ Ms. Byrd responded that she was “not surprised by the media blitz called by Emanuel Hospital and others”. Ms. Byrd said that the media announcement of ‘intent’ to further violate Urban Renewal Laws and attempts to sidestep accountability has forced her and Other Complainants to move more rapidly to stop further violations with respect to the 1971 Emanuel Hospital Urban Renewal Expansion and Relocation Plan which illegally and intentionally targeted and demolished Portland’s then-bristling and expanding Black community.

The ‘Official’ Complaint filed by Ms. Byrd and Others has many layers and alleges multiple violations of Federal Law, State Law, and more including the illegal and improper use of Federal dollars including taxpayer dollars to effectuate housing discrimination in Portland, Oregon.

The “Official” Complaint filed by Ms. Byrd and Others demands accountability — including both Criminal and Civil accountability – and more; and that “Official” Complaint asks that an immediate moratorium be placed on any new plans now being considered by PDC (today renamed Prosper Portland), the City of Portland, and others with respect to the 1971 Emanuel Hospital Urban Renewal Expansion and Relocation Plan, including land use. The Complainants urge all to step away from any plans or discussions aimed at transferring land or funds or more relating to the 1971 Emanuel Hospital Urban Renewal Expansion and Relocation Plan. Failure to heed this caveat can result in additional culpability, charges, and liabilities.

Among others, Department of Housing and Urban Development (HUD), the Portland Development Commission (PDC today renamed Prosper Portland), Model Cities, The Portland Mayor’s office, The Housing Authority of Portland (HAP today renamed Home Forward), The City of Portland, City Demonstration Agency, The Portland City Planning Commission, and Emanuel Hospital are named in the “Official” Complaint.
