In 1984, 220 NW 2nd was envisioned as the beginning of a redevelopment renaissance for Old Town, but the redevelopment never happened. With the departure of the building鈥檚 anchor tenant, a major repositioning effort was possible. The project consisted of a complex ground floor and lobby renovation and included extensive improvements to the ground floor fa莽ade, interior lobby, common areas, tenant spaces, and conferencing center.

The lobby ceiling was raised up to 12 feet to provide more openness and allow additional light to enter the building. Additional space was added behind the main reception to allow for a seating area, pre-function space, and large conference room.

The building shell had uninsulated glass that was replaced with high efficiency SolarBan-70 insulated units. The main floor HVAC system was replaced with a VRF system. New LED lighting was provided throughout with a one-of-a-kind stretch fabric 3D light measuring 25 feet in diameter as the focal point of the lobby. Contractors repaired leaking from the building plaza into the underground parking garage.

The project removed site pavements down to the structural slab garage lid, replaced the waterproofing and provided new architectural concrete pavements. The building fa莽ade was mostly brick, which was waterproofed and covered with metal panels.

The new 300,000-square-foot Leodis V. McDaniel High School High School (formerly Madison High School) transforms an outdated 1958 facility into a 21st-century learning environment.

Approximately 60 percent of the original school was demolished and upgraded with more than 170,000 square feet of new construction. Fortis modernized other buildings throughout the campus while increasing capacity from 1,150 to 1,700 students.

A new wing for science, technology, engineering and math (STEM), and a separate new wing for performing arts and career technical education create state-of-the-art environments for music, theater, robotics, engineering and digital-media labs. A new athletics area features a 1,700-seat gym, auxiliary gym and weight room.

The campus had 70 鈥渄rywells鈥� 鈥� a deep version of a manhole with precast concrete rings where storm water is dumped to reinfiltrate into the subgrade 鈥� that were decommissioned and replaced. One hazmat consultant called the old building a 鈥渕onument to asbestos鈥� and $10 million was spent on abatement.

Fortis helped Portland Public Schools select an HVAC system that set new standards for the district, prioritizing maintenance, high efficiency, and flexibility.
General Sheet Metal used a robotic total station that allowed its team to lay out the architectural panels in a 3-D model for easier visualization and precise fabrication.

When the original GMP of $169 million was approved, it became the largest-ever executed in the history of Portland Public Schools.

Fortis partnered with Professional Minority Group, an MBE/DBE/WBE/ESB firm, in several aspects of the build. A LEED Gold certification was achieved within the budget. 鈥淕reen鈥� features include a series of new and efficient HVAC systems and a 300kw rooftop solar array that will contribute 21 percent of the annual electricity use. The project is a fitting tribute to its namesake, Leodis V. McDaniel, a highly respected leader who led Madison High School as principal in the 1970s and 1980s.

The Lakeridge Middle School project involved the phased replacement of Bryant Elementary School and Waluga Junior High School with a single, new middle school for 1,100 students.

The team built modular classrooms in the location of the future parking lot for school operations to continue during construction. Phase one of the project involved demolition of Bryant Elementary, construction of the 138,000-square-foot new school, site work and providing access to the school. Phase two included demolition of Waluga Junior High, construction of the parking lot, landscaping, right-of-way improvements and restoring the ballfields.

One of the project鈥檚 goals was to create a highly sustainable building. This was accomplished by utilizing mass timber in the school, re-using materials from the site and installing a passive ventilation system and smart technology. The passive ventilation system signals to teachers and students when they should open or close windows to maximize natural heating and cooling. The school also was designed and built to accommodate a future green energy solar panel array as part of the Energy Trust of Oregon Path to Net Zero Energy program.

The new school uses seven specialty timber products, including WholeTrees, parallel strand lumber, dowel laminated timbers, laminated veneer lumber, tongue and groove decking, glue laminated beams and tapered GLBs.

The new Adrienne C. Nelson High School provides increased classroom space for students and creates equity with other district high schools.

The first step toward realizing the new school was executing the construction of Rock Creek Middle School, completed in 2010 with the intent to one day convert and expand into a high school. In 2016 this dream became a reality with a successful bond measure funding the 140,000-square-foot addition to the middle school that would create the new high school, named to honor the first Black woman appointed to the Oregon Supreme Court.

Along with increasing building energy efficiency and student safety, the design upgraded the middle school facility with all the requisite elements of a high school, including improved classroom technology infrastructure for STEM and vocational education programs.

A performing arts wing includes a black box theater and a 600-seat auditorium. The athletic wing provides a weight room, wrestling room, and new varsity gym alongside the renovated existing main gym. A two-story classroom wing adds 16 new classrooms, including two chemistry labs, and a career center and counseling center.

The 66-acre site features new exterior athletic facilities, including a football stadium and track with covered bleachers, a press box, and a varsity baseball field.

The Nestucca Valley project added 45,500 square feet to the existing 1950s-era campus, creating room to expand from K-5 to K-8 to serve 380 students. The new school features a double gymnasium, library and media center, music room, alternative education classroom, CTE 鈥渕aker space,鈥� administration and district offices, six new classrooms, a commercial kitchen and commons/cafeteria, secure-entry vestibules, individual-room VRF HVAC heating and cooling units, and a potable water filtration system. In addition, a 60,000-gallon underground water storage meets firefighting needs.

Located above the tsunami impact zone and meeting seismic codes, the new building also can serve as a community emergency center 鈥� as it already has during the Otis wildfires of summer 2021, and again when people of Neskowin were rescued from winter floods. The grass playfield provides a landing area for Coast Guard and Air National Guard helicopters.

Any school project carries considerable community expectations 鈥� and the Covid-19 pandemic produced even more challenges. But when distance learning began in March 2020, Otak started earlier and completed its work three months early and $3 million under budget. The savings enabled the district to replace a CTE program building at the high school.

In a rural setting, the only public utilities were electricity and cable internet. Septic tanks and leach fields had to be replaced and expanded. With no natural gas service, the heating system, hot water plumbing, kitchen, and emergency generator are powered by propane.

Many homes in south Tillamook County had no broadband internet, and those that did were unable to support distance-learning platforms. The district partnered with local business to install a network of radio wave towers, repeaters, and in-home hotspot units linked to the K-8 network, along with coastal towers and other points of connection. Now, internet access is available to more than 99 percent of district students at lower rates.

The Tillamook County community will benefit from this facility not only as an educational venue but as a community rallying point. And because 64 percent of the subcontractors were based within 50 miles, much of the project was reinvested in the community.

The existing 50-year-old Marrion Elementary School was replaced by a new prototype school with a capacity for more than 500 students.

The new school is two stories, approximately 62,000 square feet and features an open-to-structure commons and media center, gymnasium, outdoor play area, freshly paved basketball court and access-controlled main entrance.

Emphasis was placed on having outdoor space that allowed for open-concept collaborative learning by creating a blend between landscaping and concrete. Teachers currently enjoy using these spaces for art and science classes, using the landscaping as an opportunity for future learning. The school also was intended to serve as a pillar to the community. With Vancouver City Park sitting adjacent to the campus, Marrion Elementary serves as a school for the neighborhood as well as the students.

Project teams had the unique chance to combine the building with learning opportunities for students. One of example of this includes the glass window that offers a glimpse into the manifold from the radiant floors, allowing students to learn about the different processes that went into making the building. The school鈥檚 鈥渢ree of life,鈥� a landmark located on the front of the campus, was preserved, with the team building a concrete bench around it.

This multi-phased project was secured under a single CM/GC contract and included concurrent work performed at five separate educational facilities over 21 weeks. Those sites included the Sabin and Schellenberg campuses, the Land Lab, District Technology Services and Camp Withycombe storage facility.

The Sabin-Schellenberg Professional Technical Center is focused on preparing students for both college and professional environments. The school consists of three campuses. The North Campus (Sabin) and the South Campus (Schellenberg) are located within a mile of each other in Milwaukie, while the Land Lab is located in Clackamas.

The Sabin Campus houses the District鈥檚 CTE program. Work included major renovations to the CTE facilities, allowing for program updates to manufacturing, engineering, automotive technology and construction trades. Extensive roof work, seismic improvements, a fire sprinkler system, technology upgrades, electrical upgrades, LED lighting, pavement improvements, interior/exterior painting, ceiling/flooring upgrades and greenhouse repairs were included.

When the City of Lake Oswego needed a new building for its police department, 911 dispatch, and city hall, it turned to the Mackenzie team to design a facility that would meet its current and future needs.

The new building鈥檚 three-story lobby links public interfaces for the police department, building department, administration, and court. The north side of the third floor houses the council chamber, which can double as a courtroom or an emergency operations center. The north elevator provides a secure path to escort detainees from the sally port in the basement to the courtroom through a secure vestibule.

To build a new city hall while maintaining municipal services, including the 911 call center and municipal courts, construction was approached in two phases that allowed continuous operations.

When the water table was found to be much higher than anticipated, the foundation system was changed from a traditional footing with slab-on-grade to a mat slab. Project duration was unaffected and there were no delay costs.

The COVID-19 pandemic created personnel challenges, escalating materials costs, and supply chain delays. To address these issues, the team implemented protective measures for personnel, identified and tracked internationally sourced materials, and developed contingency plans in case of material delays. In the end, not a single day of production was lost to the pandemic.

Additionally, nearby forest fires created air quality problems, and ice storms played havoc with schedules. Nevertheless, the project was delivered on time.
Throughout the project, target-value design (TVD) cost modeling ensured the final design aligned with the project budget. The design also specified an exterior of fiber-cement facade panels that required special training and close coordination with the supplier.

Lake Oswego鈥檚 municipal building is a bold step into the future as the city hall becomes a multipurpose location that welcomes the public. The building meets LEED Gold standards with low-flush toilets, LED lighting, and solar panels projected to provide 5 percent to 7 percent of the facility鈥檚 power.

Lake Oswego鈥檚 new municipal building represents improvements that will better serve the public for decades.

This project unifies a Class A office with a fleet maintenance facility, storage warehouse, and operations yard. The adaptive reuse of this former beverage distribution warehouse brings the city鈥檚 engineering department, public works operations crew, and parks operations crew all under one roof.

The city鈥檚 operations crews are located on the ground floor adjacent to locker rooms, washrooms, staff kitchen and break areas, allowing for efficient deployment. The engineering and executive staff are located on the second floor adjacent to conference rooms.

The structural upgrade of the existing building to a seismic level 4 presented challenges. The existing building consisted of tilt-up concrete construction, pre-engineered metal, wood framing, and light gauge steel framing from several additions or modifications over the life of the building. The team鈥檚 strategy utilized natural breaks between the typical construction assemblies and pre-engineered metal building along with leaning on the concrete tilt-up components of the original warehouse building. The existing concrete walls contained sufficient reinforcing such that strategically placed steel columns and enlarged column footings and stem walls met the performance criteria of the structural upgrade.

Glass is incorporated generously in the design. The feature staircase, lobby, and conference rooms can be seen from the exterior of the building.
