The contractor leading the approximately $700 million Interstate 205-Abernethy Bridge project had a history of subpar evaluations before a “near fatality” incident in which a work vehicle backed over a worker, according to Department of Transportation documents.

giant Kiewit scored negative marks on four consecutive annual ODOT evaluations dating to the beginning of work in 2022-23. Its most recent score for work in 2025-26 was its worst yet: a -36. The evaluation uses a baseline of zero.

The annual evaluations, obtained by the 91Ƶ through a public records request, also give new details on a series of that have plagued the project. On Feb. 4, a work vehicle backed over a worker, resulting in a “near fatality,” according to the May 2026 evaluation. The victim endured a lengthy hospitalization, ODOT program manager Vidal Francis said at a June public meeting.

Additionally, an excavator bucket struck an employee on April 23. And a Kiewit employee piloting a skiff hit a pile and fell into the Willamette River, requiring rescue. No date was given for the boating incident, and details of injuries in the incidents were not available.

“Safety is fundamental to how we operate,” Kiewit spokeswoman Teresa Shada stated in an email. “We investigate and review incidents, injuries and near misses because every event presents an opportunity to learn, strengthen our operations and, where necessary, make changes to help prevent similar events in the future. We take every incident seriously and remain committed to protecting our employees, subcontractors, project partners and members of the public.”

The 2026 evaluation is not final; Kiewit has an opportunity to meet with the state construction administrator. Also, the 2025 evaluation was “was not formally submitted by (ODOT)” for “administrative reasons,” according to an ODOT records official.

“The Abernethy Bridge project is a technically complex infrastructure project that has required ODOT to direct significant scope changes throughout construction, resulting in a substantial number of ,” Shada stated. “While the ODOT project evaluations are one input into project performance and the scoring is currently under appeal, we continue working collaboratively with ODOT to address challenges and safely deliver this important project.”

Oregon Occupational Safety and Health Division has an open inspection regarding the Feb. 4 incident and cannot release further details at this time, spokesman Aaron Corvin stated in an email on Thursday.

The project’s contractor is , a subsidiary of Omaha, Nebraska-based It’s one of the nation’s largest contractors.

Kiewit has faced scrutiny elsewhere. The contractor was recently dropped from the multibillion-dollar project to rebuild the Francis Scott Key Bridge in Baltimore after it was struck by a tanker and collapsed in March 2024. Kiewit’s bid came in at least $20 million higher than competitors’, the .

In Oregon, the Abernethy is the largest ODOT-led project in decades. The bridge between Oregon City and West Linn is being buttressed and widened. Massive supports are being built under the bridge, which is being widened to accommodate additional traffic. When completed, the bridge will be expected to survive a major earthquake.

“This project is complex and the contractor has faced challenges since construction began in 2022,” ODOT spokesman David House stated in an email. “The ODOT team and contractor are doing our best to manage schedule and cost risks.”

Several challenges lie ahead for the project that could increase costs and delay completion, which is now scheduled for winter 2027, House added.

Kiewit Infrastructure West was chosen in May 2022 to lead the project after competitive bidding. Construction began in June of that year.

Kiewit initially earned a -8 score on ODOT’s evaluation for 2022-23. That was followed by a -31 score for 2023-24, a -21 for 2024-25 and a -36 for 2025-26. On ODOT’s scale — developed in collaboration with the Associated General Contractors more than a decade ago — -50 is the worst score possible.

It is unusual for contractors to score below the top performance level, called Performance Level 1, for multiple consecutive years, House stated.

“The majority of ODOT contractors perform in the Performance Level 1 category for all of the different categories that they are rated on,” House stated. “There are however some contractors that do fall below the Performance Level 1 category, and we have discussions with the contractor if they are below the Performance Level 1 category.”

In the most recent evaluation, Kiewit earned the worst possible score in the category of “quality of materials and workmanship.” The score rubric states: “critical material certifications were not provided and work was suspended and/or workmanship was poor enough that remove and reinstall was required.”

In written comments, the evaluation, which was signed by ODOT project manager Ian Cannon, noted “major structural/civil workmanship issues,” including work that required concrete repairs, and stainless-steel bolt galling and overtorque in the main span. Also, the contractor did not install waterline-specific coating or use waterline contamination plugs as directed.

Kiewit also got dinged for nonpayment of subcontractors. The ODOT reviewer commented, “Contractor holding subcontractor payments – No letter or explanation provided to ODOT for 17 subcontractors being paid late.”

ODOT also noted several environmental violations, including tree and brush removal during a bird nesting window and no notice of a bird survey, totaling “serious nonconformance to permits and specifications.” The agency also noted discharge into the river.

The evaluation score leads to mandatory meetings with ODOT staff and a corrective plan.

ODOT in June deemed the project about 78 percent complete. Kiewit’s evaluation score calls for mandatory meetings with agency staff and a corrective plan.

The has approved design review of plans to replace the existing Ida B. Wells High School with a new 289,500-square-foot building on the south edge of the 35-acre site. The school is located at 1151 SW Vermont St., Portland.

The design review was approved last week with a conditional of approval that requires four public access easements, two press box options (a one-story and two-story alternative) and two options of either a textured or smooth thin brick for the building’s exterior.

Bora Architecture & Interiors designed the project for . The project team also includes Access Architecture of Vancouver, Washington (associate architect, (landscape architect), KPFF (civil and structural engineering), PAE Engineers (MEP), and general contractor .

There were three design advice request hearings on the proposal since 2024, with the last held last February.

The new high school building is proposed to be three stories with a fourth level on the west side, as the building form steps down the sloping site, the staff report states.

The new building will be built on the south edge of the site along . It will be constructed while the existing building remains open for students. The project will be developed in phases and some of the features of the site, such as a practice field, baseball field and tennis courts, will be relocated. A new track and field will be developed in the same space as the existing field.

An existing community swimming pool, operated by Portland Parks & Recreation, will remain open on the site. Becca Cavell, associate principal at Bora Architecture & Interiors, said the project will provide a new pool support building because facilities, such as locker rooms and showers, are currently in the existing Ida B. Wells High School. Portland Public Schools plans to coordinate with Portland Parks & Recreation for athletes to use the facilities when the pool is not open.

The final design of the new high school includes a thin brick combined with glass fiber reinforced concrete with both textured and non-textured options. The design team is pursuing the textured brick and keeping the smooth brick as a backup option.

“I think I’ve been convinced about the rough textured brick,” Commissioner Brian McCarter said. “It looks really, really promising in the renderings.”

Chelsea McCann, Walker Macy’s managing principal, said there will be two main outdoor spaces: at the main entry and a student courtyard and terrace on the west side.

“I think the part of the building with the main entry connecting visually and physically to the student terrace beyond is really compelling,” Commissioner Sarah Vaz said.

Pedestrian connections across the site will be improved and will include three north/south connections, including a sidewalk on the east side of the west parking lot between Rieke Elementary and the high school, a mid-campus connection between the football field and the pool facility and a third connection at the far eastern side of the campus.

There will be two crosswalks south of the main entry on each side of the intersection.

On the Rieke side, the design has provided some community access for bicyclists and pedestrians, while keeping safety in mind. Vehicles will not be able to use the Rieke driveway as a cut-through during school hours. For bicycles, there is a bike route around Rieke Elementary School. Outside of school hours, cyclists can either continue to use that route or share the roadway.

“I really appreciate the attention to public realm,” Vice chair Joe Swank said. “And I think the design team’s done a really good job of solving for Rieke Road in particular.”

On the north campus entry, there will be a raised, widened pedestrian crosswalk. There will also be some improvements to the back of the stadium, such as adding seating and signage.

Cavell said the design does not include a cover to the grandstands, due to cost, but is planning for a possible future roof, which would be part of a future land use review process.

There was some concern from Commissioner Sarah Vaz regarding screening of mechanical equipment on the roof and that the equipment might be visible in faraway views. Commissioners Swank and Chair Chandra Robinson felt that the equipment would not be visible.

Up next for the project is a Type III conditional use hearing that is for July 22 by the city’s hearings officer, as the project requires both design review and conditional use review.

Construction is estimated to start in December, with the new building being complete in summer 2029 and the athletic fields in fall 2030, according to Portland Public Schools’ website.

Can your boss force you to work under a searing sun producing unhealthy heat levels or through the caustic smoke caused by any wildfires?

Many workers are so desperate for work that they may forgo workplace safety or remain silent about such issues.

According to the Occupational Safety and Health Administration, thousands of people become sick from every year; some of those cases end in fatalities.

“Most outdoor fatalities, 50 percent to 70 percent, occur in the first few days of working in warm or hot environments because the body needs to build a tolerance to the heat gradually over time,” ‘s website states. “The process of building tolerance is called . Lack of acclimatization represents a major risk factor for fatal outcomes.

“Occupational risk factors for heat illness include heavy physical activity, warm or hot environmental conditions, lack of acclimatization, and wearing clothing that holds in body heat.”

Here’s what workers need to know if supervisors try to force you to work through a heat wave or other hazardous weather conditions.

Can my boss force me to work through a heat wave?

There is no specific federal temperature cutoff at which OSHA says employers must send everyone home during a heat wave.

According to OSHA, only California, Colorado, Minnesota,  and Washington have specific heat‑safety standards for workers. Several other states have heat guidance plans, which are not codified into law.

OSHA does identify which professions are most susceptible to heat-related illnesses — outdoor ones include (especially and similar work), roofing, and ; indoor ones include electrical utilities, manufacturing, and warehousing.

So, your boss can make you work in hot weather, but they aren’t allowed to do it without basic protections when conditions are clearly dangerous.

What if the air is full of ?

For most, workers still rely on federal OSHA’s general “don’t expose people to serious hazards” rule — which usually means your boss can keep you on the schedule during smoky or sweltering days. However, your boss is supposed to monitor conditions, reduce your exposure where possible and provide appropriate protective gear.

When to report unsafe work conditions to OSHA

You can file a confidential complaint to OSHA online any time you believe working conditions are unsafe or unhealthful or that your employer is not following OSHA standards.

That includes serious heat or smoke situations where your employer is not providing basics like water, rest, shade or appropriate protective gear, or is ignoring symptoms that are being reported by workers.

OSHA does suggest workers raise the issue internally first to your supervisor, HR department or union, and document what’s happening. If nothing changes, you can then file a complaint.

Crews are constructing a facility at ‘s campus in Newport.

The 22,000-square-foot Oregon Coast Advanced Technology & Trades (OCATT) Center is expected to cost approximately $30 million, according to Dave Price, vice president of engagement at the college. Officials are drawing money from a $33 million bond approved by voters in May 2024 as well as an $8 million contribution from the state approved by the Oregon Legislature.

The project team consists of architect partners of Eugene and , civil engineer Mazzetti, structural engineer KPFF, and general contractor Lease Crutcher Lewis.

Staffers in the OCATT Center will provide hands-on training in and carpentry, HVAC systems, , industrial facility maintenance, and maritime technology. Also, pre-apprenticeship programs will be expanded from once a year to year-round.

Although the college currently has 16 workspaces at its Port of Toledo welding lab, it does not have sufficient linear space for pipe fitting instruction. The new building will fill that void.

Construction/carpentry will be a new program for the college.

“There’s some interesting things happening in the local high schools that we’re working very closely with (Lincoln County) School District so that we’re not being duplicative, and we’re building on what they’re doing,” Price said.

The OCATT Center will have four primary workspaces: a build lab, a mechanical lab, an electronic lab, and a “dirty build” lab for metalwork, welding and work on diesel engines. The build lab will have a wet area for aquaculture work tied to the Aquarium Science building.

Spaces in the OCATT Center will be able to accommodate a variety of uses. The plan is for programming to shift according to the changing market demands of the area, Price said, so the spaces can be used for decades.

“Flexibility has been crucial from day one when we pitched this as a proposal to the voters,” he said.

Oregon Coast Community College also may adjust its programming in consideration of what’s being offered at other coastal colleges.

“When Tillamook Bay or Clatsop rolls out a new program or another new facility that their taxpayers provide, we want to be mindful of the fact that we don’t want to all be competing in the same space,” Price said.

Future programming in Newport could include aquaculture, maritime welding, commercial diving and welding, and more. College officials do not want to pursue a new program if there is not at least 10 years of potential capacity for businesses in the region to hire those students so they can leverage their education into good paying jobs, Price said.

The OCATT Center will be able to receive a lot of natural light through glazing at both the front and back. The exterior building material will be metal siding with slate green chevrons in a random design. Exposed mass timber will jut out under the roofline, as well as in the interior space. The inside will also feature white walls.

“It’s not going to be kind of dark and metal inside like what you might expect for an industrial building,” Price said. “We really want this to be a bright, modern learning space.”

A roll-up glass door will allow space for a truck to enter or a boat to be dropped off inside. That will let students work indoors on large vehicles or vessels.

The new facility will be across from the Aquarium Science building. The two buildings’ roof lines will slope down toward each other, Price said.

Construction of the OCATT Center is under way. In November and December, the lot was cleared and graveled. Trenching has been ongoing. Last week, workers started pouring foundations and footings, and walls will not be far behind, Price said.

The facility is expected to open in fall 2027.

Construction of a new, 59,900-square-foot indoor aquatic center at Northgate Park in Portland is on track to begin next year. The calls for a 35-meter, approximately 8,600-square-foot competition pool and an approximately 5,500-square-foot recreation pool.

The North Portland Aquatic Center will be built in the park’s northwest area, and parking will be built in the northeast area. The park is at 9415 N. Geneva Ave.

Scott Edwards Architecture designed the approximately $91.5 million project for Portland Parks & Recreation. The project team also includes civil engineer Vega Civil Engineering, structural engineer WDY Inc., landscape architect Mayer/Reed, and construction manager/general contractor Howard S. Wright. Interface Engineering is the HVAC and fire protection engineer; it also provided energy modeling. Reyes Engineering is the electrical engineer.

Approximately 70,000 people will be served by the aquatic center, according to Portland Parks & Recreation projections. Of that population, 24 percent are Black, Indigenous, or people of color, and 14 percent live below the federal poverty line, the project’s website states. The facility’s programming will include swimming lessons, water fitness classes, lap swimming, competitive swimming, training classes, and open play.

The competition pool will have 13 lap lanes, and the recreation pool will have a slide, a lazy river, and some play equipment, Scott Edwards Architecture principal Jesse Graden said. There will be some spectator seating on the mezzanine level overlooking the competition pool. Also on that level, overlooking the recreation pool there will be rentable rooms for parties and other events.

Other indoor amenities will include multi-gender and non-gender locker rooms, and family changing rooms.

There will be covered bike parking at the front entrance and bus stops at the facility.

The main entry will connect to North Fessenden Street, north of , Graden said. That entry will feature a paved plaza space providing pathways for people walking, biking or traveling by bus on Fessenden Street or by car or LIFT bus via the parking lot, Portland Parks & Recreation spokesperson Mark Ross stated in an email. The plaza will include native plantings, new trees, seating areas and views of public art installations outside of the center.

A secondary entrance on North Geneva Avenue will be dedicated to staff and athletes.

“School buses that might be arriving for a swim meet would go to that separate entrance,” Graden said.

A major goal for the project team was to reach underserved communities that have historically been excluded from public pools or felt unwelcome in public spaces. Via community engagement, the team sought to create a welcoming facility for everyone, Graden said.

In response to community members’ comments, the design team is working with the Regional Arts and Culture Council to engage local artists in different design opportunities for the building. The team is still developing a strategy for locating artwork.

The building’s arrival will reduce the park’s green space, Graden said, but there will be new , including trees and plantings. Some existing trees will be preserved. Also, other park amenities in the area — a soccer field, a playground, a tennis court, walking paths and restrooms — will remain.

Building materials for the facility’s interior will include exposed wood elements as well as a mass-timber roof, Graden said.

The exterior will be composed of metal siding as well as masonry. There will also be some rooftop solar panels.

“There will be a lot of windows — some high windows, clerestory windows in the natatorium in particular for natural lighting,” Graden said.

The estimated start date for construction is fall 2027. Crews are expected to finish work sometime in 2029.

The under- has received recognition for its environmental performance by the Institute for Sustainable Infrastructure.

The nonprofit industry group gave the Bull Run project its highest honor — the — for the project’s “comprehensive approach to sustainability and resilience throughout project planning, and construction.”

Bull Run is expected to become operational in 2029, delivering filtered water to nearly 1 million customers in and the surrounding area.

“This recognition reflects the care, collaboration, and long-term thinking behind the Bull Run filtration project, one of the most significant infrastructure investments in Portland’s history,” Deputy City Administrator for Public Works Priya Dhanapal stated in a news release. “It protects public health, strengthens system resilience and ensures safe, reliable drinking water for Portlanders for generations.”

Under way in rural southeast , the massive water project is expected to cost $2.56 billion. Crews led by a joint venture of and broke ground in June 2024. They were forced to halt construction for a year while project opponents appealed to the Land Use Board of Appeals. Construction resumed in February.

The institute commended the project’s use of gravity-fed water conveyance, which reduces energy use and improves reliability compared to pumping; engaging community input, supporting minority-owned, woman-owned and disadvantaged contractors; and protecting sensitive wetlands and native plants.

Bull Run “demonstrates the city of Portland’s commitment to building a facility that delivers clean, safe, reliable drinking water while also strengthening environmental resilience and sustainability,” Mayor Keith Wilson stated.

The institute, based in Washington, D.C., was founded in 2010 by the American Public Works Association, the American Society of Civil Engineers and the American Council of Engineering Companies.

Construction crews will begin revitalizing a in downtown on April 6.

The $6.2 million project to improve the , at 538 Liberty St. N.E., is expected to finish in November.

“These updates aim to create a more welcoming and safer environment for everyone who uses the facility,” city officials stated. “The project will reduce facility maintenance costs, enhance the structure’s openness and encourage increased use, especially during evening hours.”

Luke Gmazel, Salem’s project manager for the Marion Parkade improvement project, said the will be sequenced to maintain partial access and use.

This project is funded by funds.

The parking garage is one of three that opened in the 1980s to spur downtown development. Combined, the Marion, Chemeketa and Liberty parkades have 868 free parking spaces for visitors and customers. The Marion Parkade is near Kohl’s, mall, several churches and Salem Police headquarters.

The project will support growth in , according to the city, by improving infrastructure that serves residents, visitors and businesses while prioritizing safety and accessibility.

As part of the project, the stairs will be replaced, and the surrounding walls will be removed to allow users to see who is entering and exiting the building. New overhead roof structures will provide weather protection and highlight the entrances. Lighting will be upgraded to encourage nighttime use, and new signage and architectural features will be added to improve the building’s aesthetics.

Walls on the ground floor that block visibility will be replaced with perforated metal panels.

Construction will be completed in phases, with focus on one corner at a time to allow parts of the parking structure to remain open for public use.

and will still be available, but locations may be adjusted during construction. Drivers are asked to look for signage indicating the location of designated permit parking spaces.

Visitor parking and sky-bridge access to Salem Center will remain open throughout construction.

Limited night work is expected during the project to accommodate lane closures required by the city. The scheduled closures will be between 9 p.m. and 5 a.m. and occur on High Street (May 26 through June 1) and Liberty Street (Sept. 14-18).

has begun on a memorial at Lone Fir Cemetery, in Southeast .

More than 3,100 people of Chinese ancestry were from the 1880s to the early 1900s, mostly in the cemetery’s southwest corner (“Block 14” on maps), according to Metro. When took ownership of the cemetery in 1928, officials began pushing to have the Chinese section cleared of graves. Eventually, the area was paved over, and a maintenance facility was built there. The building was later demolished, and Metro became the property owner in 2007, according to Metro.

The new Lone Fir Chinese Memorial is intended to honor the memories of the people who were once buried at Block 14, Metro stated.

Crews started work last week on the project, which is being overseen by Metro’s Parks and Nature department. The site is around 1.2 acres of the cemetery, which is mostly within Southeast 20th and 26th avenues and Southeast Stark and Morrison streets.

Landscape architect is leading a multidisciplinary project team that includes contractor Paul Brothers Inc. of Boring. Allied Works, a subconsultant, designed the memorial walls and spirit tablet pavilion – one of the memorial’s key features, Metro spokesperson Cory Eldridge stated in an email. Other contributors to the project include historical researchers, archaeologists, interpretive designers and artists as well as civil, structural and electrical engineers, and others.

Much of the construction will be concentrated on the site’s western edge, which was never used as a cemetery and can accommodate sufficient digging to support a large structure, Metro stated in a press release. A curved walkway and plantings in the site’s central portion will help discourage visitors from walking in the area most likely to hold human remains.

Screened windows in the memorial walls will draw from traditional Chinese .

“The leaf pattern of the screens was inspired by a graphic detail in the original burial ledgers the Chinese Consolidated Benevolent Association discovered in 2004,” Eldridge stated.

A new, circular altar will include a trough of sand for burning incense sticks. The top will be engraved with the words “we honor you as though you were present” in Chinese calligraphy. The phrase was on the plaque of an altar that formerly stood at the site’s east end, according to Eldridge.

A Portland-based artist team, Qi You and Sophia Xiao-fan Austrins, has guided development of art for the site. They presented opportunities for community members to – frequently food, which people would leave as offerings to the deceased, Eldridge stated. Clay creations will be cast in bronze and mounted around the site.

The walkway from Southeast Morrison Street will be closed, and the original cemetery access from Southeast 20th Avenue will be used exclusively by construction crews. Also, some internal cemetery roads will close temporarily.

Construction is expected to wrap up by early 2027, with a grand opening to follow in the spring.

Metro expects the total project cost to be approximately $6 million. Funding is coming from a $475 million bond measure approved by voters in 2019 and from Multnomah County.

Grette Associates provides natural resources support for , permitting and planning projects throughout the Pacific Northwest.

Founded in 2002, Grette Associates has worked on federal, state and local issues on projects ranging from major public port developments and sediment remediation actions to aquatic permitting for individual landowners. Grette Associates specializes in aquatic and shoreline permitting, wetlands and critical areas, habitat mitigation and restoration, construction monitoring and permit compliance and habitat surveys.

“As an employee-owned company, places a strong emphasis on preserving our culture and providing employees with a stake in the company’s success,” Glenn Grette, founder and principal scientist of Grette Associates, stated in a press release.

The acquisition ensures that Grette Associates becomes part of an employee-owned firm, Grette stated.

“Farallon is excited to welcome Grette Associates to our team. Both firms’ commitments to client service, the absence of service overlap and the potential for mutual growth were the main factors in this acquisition,” Amy Essig, CEO of Farallon Consulting, stated in the release.

The move reflects Farallon’s goal to continue enhancing its service offerings and expanding its geographic reach, Essig stated.

Kirby Nagelhout has named Jason Terry as the company’s third president.

Terry joined Kirby Nagelhout in 2012 as a project manager and opened the Pendleton office in 2014 as the region’s division manager. Terry and his wife moved back to Bend in 2019 and began to prepare for this transition.

Former president Jeff Deswert will operate as chairman of the board of directors. After starting his career working at Mt. Bachelor, Deswert began his commercial construction career in 1986 as one of the first employees of Kirby Nagelhout working out of founder Kirby Nagelhout’s house in Bend. He advanced within the company through the operations ranks before taking on the role as the company’s second president in 2010, following 25 years of leadership from Nagelhout.

During Deswert’s tenure as president, he expanded the company’s footprint by opening permanent regional offices in and Pendleton and grew the operations into Washington. As a result, Kirby Nagelhout’s annual volume grew from $26 million to over $200 million in 13 years, the firm states in a press release.

With continued growth in mind, Kirby Nagelhout announced the promotions of additional team members to the role of vice president emphasizing operations, marketing and business development, and finance. Alec Hansen, Chris Prahl and Mike Lawrence are assuming those roles, respectively. Additionally, Mike Taylor, longtime vice president and business leader with Deswert, will maintain his role focusing on preconstruction and risk management.

This new leadership team will open the doors to Kirby Nagelhout’s newly built Bend office next year.
