Significance of Project and Project Description: Construction of a new elementary school, currently unnamed, is under way on 8 acres at the northeast corner of Southeast Kinnaman Road and Southeast Reed Drive in Hillsboro. The new two-story, 73,500-square-foot facility will have the capacity for 600 students.

Construction is taking place in two phases. The first phase (sitework) began in summer 2021 and was completed in December. It included excavation, grading, underground utilities, rock compaction and other earthwork. Work also involved adding curbs, ramps, sidewalks and retaining walls, and adding streetlights, sidewalks and driveways. The parent dropoff/parking lot and staff parking lot also were built, and well as the foundation and fencing for the lighted, synthetic turf field.

Phase 2 – construction of the building – began in March. The district said this is the third school to be built using the prototype design already completed at Brookwood and Atfalati Ridge elementary schools. Features include a rooftop solar array, STEAM lab, think tank and several group learning areas adjacent to the classrooms. The layout provides for natural daylighting. The new gymnasium and turf field will also be used as resources for community youth recreation. The school will be built to “immediate occupancy” standards, and also can serve as a shelter after a major seismic event.

The original plan was for the school to open in the fall, but enrollment projections indicated that Rosedale Elementary School could continue to serve as the home school for the student population in the area through the 2022-2023 school year. Naming of the new school is currently in process under task force oversight, after community surveys were conducted. The task force also will oversee the school’s mascot naming and development of school colors and logo. A boundary adjustment process will begin this fall and conclude by next spring.

General contractor Robinson Construction is seeking bids from subcontractors for all scopes of work involved with a new two-story, 41,000-square-foot building for the Hillsboro School District.

The transportation and support services facility will be located on Northwest Jacobson Road, slightly north of Liberty High School. The ground floor will hold six bus maintenance bays, shops for both maintenance and carpentry, driver-related facilities, and staff meeting rooms. The second floor will hold office space as well as educational space for the new diesel mechanic CTE (career and technical education) program.

Construction is scheduled to begin by June 2019, and finish in September 2020.

BBL Architects designed the project. Cornerstone Management Group is the owner’s representative; Rick Cunningham is the project manager. The project, which has a tentative budget of $18.3 million, is being paid for with money from a $408 million bond approved by voters in 2017.

General contractor Pence Construction is seeking sub-bids for all scopes of work associated with a $41.4 million project to improve Glencoe High School in Hillsboro. Additions and renovations are expected to allow the 39-year-old school to accommodate up to 400 additional students.

The front of the school will be overhauled, and a secure entry vestibule will be constructed. Both the north and south parking lots will be reconfigured for traffic flow and efficiency. The first-floor cafeteria will expand, and a new media center will be built on the second floor.

Also, classroom spaces will be renovated to accommodate Career and Technical Education programs. Other additions will include a counseling center and health science classrooms. A commons area will be expanded, and a weight room and team rooms and an outdoor training area will receive upgrades.

Project plans also call for extensive seismic upgrades along with roofing and HVAC improvements.

The project is being paid for with money from a $408 million bond measure approved by voters in 2017. Construction is expected to start by May 2019, and finish by the end of summer 2020.

In addition to Pence Construction, the project team includes BLRB Architects, Cornerstone Management Group (project management) and Sazan Group (MEP and fire protection design).

Job walks for the project, starting at the school entrance, will take place at 4 p.m. on Feb. 12, and 1 p.m. on Feb. 18. Bids are due by 2 p.m. on March 6.

2019 is expected to be the busiest year for construction in the five-year life of a $408 million Hillsboro School District capital bond measure passed by voters in 2017.

One of the key projects is a $25.1 million renovation and expansion of Evergreen Middle School, which is located in the city’s northwest corner. Enrollment has increased steadily in recent years as newcomers have flocked to the North Plains and Cornelius areas. Improvements will allow the school to increase capacity by 200 students.

The expansion will add over 18,000 square feet of educational space, including classrooms, a library/media center and a plaza. The renovation will provide a secure main entrance as one of several safety and security measures, roofing and HVAC upgrades, and an expansion of the commons area.

General contractor P&C Construction is seeking sub-bids for a number of scopes of work. This will include earthwork and utilities as part of work package No. 3; plumbing as part of work package No. 4; heating, ventilation and cooling as part of work package No. 5; and electrical as part of work package No. 6.

Soderstrom Architects designed the project, which is being managed by the Cornerstone Management Group. Construction is set to start by April and finish by January 2020.

The total project budget is estimated at $25.1 million, according to district documents.
