A host of elected officials and other dignitaries gathered on Friday to dedicate the new Garlington Center campus in Northeast Portland.

The 52-unit Garlington Place Apartments opened in April to 100 percent occupancy and a long waiting list. But completion last month of the accompanying Garlington Health Center marked the end of the project, which was developed by Cascadia Behavioral Healthcare and built by general contractor Colas Construction. Scott | Edwards Architecture was the designer.

The campus occupies a 1.5-acre parcel on Northeast Martin Luther King Jr. Boulevard between Northeast Morris and Monroe streets, in the Eliot neighborhood. The health clinic offers services for behavioral health, mental health and addiction treatment, primary care and wellness all in one location. The apartments are intended to serve specific tenants: 10 units are reserved for veterans, 10 more are reserved for health clinic clients in critical need, and the remaining 32 are affordable for people incomes less than 60 percent of the median family income for the Portland region.

Combined, the two buildings have 67,000 square feet.

A host of Portland artists have their work featured prominently at various spots throughout the campus. From framed paintings and exterior murals to a host of metal sculptures, artists including Arvie Smith, Jeremy Okai-Davis, Hilary Pfeifer and others have left an indelible impression on the grounds.

The campus is named for the Rev. John W. Garlington Jr., who moved to Portland with his family from Buffalo, N.Y., in 1976 to be the pastor of Maranatha Church in Northeast Portland. Garlington quickly established himself as a leading civil rights voice and activist for social justice in Portland; he eventually led the effort to establish Martin Luther King Jr.’s birthday as a state-recognized holiday.

During his nine years in Portland, Garlington also served as president of the Albina Ministerial Alliance and the first chairman of the Police Internal Investigations Auditing Committee, which was tasked with monitoring public complaints against the Portland Police Bureau.

A mixed-use facility combining affordable housing with a community wellness center, primary care and behavioral health and wellness services for those suffering from mental illness, addiction, and homelessness is under construction in Northeast Portland.

The Garlington Center is being built by Colas Construction for Cascadia Behavioral Healthcare on a 1.41-acre site on Northeast Martin Luther King, Jr. Blvd. between Northeast Morris and Monroe streets. Scott | Edwards Architecture is the designer of the project.

Crews with Timber Technologies are installing wall panels fabricated offsite on the housing building, which will have four floors of wood framing on a slab-on-grade foundation. It will contain 52 residential units with studios, one- and two-bedroom floor plans. The two-story wellness center is steel and wood framed, also with a slab-on-grade foundation.

Engineers on the project are ABHT Structural Engineering, Interface Engineering, and Janet Turner Engineering, and 2.Ink Studio is serving as the landscape architect. Completion is slated for February 2018 on the housing portion of the project, and work on the clinic is expected to wrap the following month.

Cascadia Behavioral Healthcare is planning for a new facility that combines treatment, resources and housing.

Ground is scheduled to be broken this summer on 1.5 acres in Northeast Portland. A two-story, 29,000-square-foot center will provide integrated primary care, behavioral health and wellness services. Next door, a four-story apartment building will hold 52 units 鈥� including about 10 for individuals with mental illness and 10 others for veterans; the remaining ones will be available to low-income residents.

Cascadia’s CEO, Derald Walker, said the Garlington Health and Wellness Center and Cascadia Affordable Housing will provide 鈥渁 new model of integrated care for those most in need.鈥� That ties in with Cascadia’s mission 鈥渢o聽provide healing, homes and聽hope for people living with mental health and addiction challenges.鈥�

Cascadia Behavioral Healthcare manages about 600 Portland-area apartments for the mentally ill, but Garlington Center will be the first to provide on-site services to the mentally ill as well as low-income housing for the general population.

鈥淭his is the first clinic to combine both services in this specific model that I know of,鈥� Walker said in a statement.

Cascadia’s other developments are solely for people with mental illness and this is the first development that also includes affordable housing, which Walker said is needed in the area.

The $21 million project is receiving $500,000 from FamilyCare Health, $250,000 from an anonymous donor, $250,000 from Meyer Memorial Trust, $100,000 from the Mitzvah Fund of the Oregon Community Foundation as well many smaller contributions.

The foundation has raised about $1.7 million of its own. Officials expect to secure in six months approximately $1.8 million more so that construction can finish by fall 2017, Walker said.

Architectural plans for the Garlington Center, at 3034 N.E. Martin Luther King Jr. Blvd., were released last week by Scott | Edwards Architecture. Principal Lisa McClellan described the project.

鈥淭he site is like a series of several rooms with a courtyard between the housing and clinic, which was a community garden site,鈥� McClellan said. 鈥淲e will recreate the community garden and also have outdoor plaza areas as an extension of the wellness center.鈥�

The two-story wellness center will have a through lobby from the parking lot to Martin Luther King Jr. Boulevard, she said.

鈥淭he wellness center will be primarily on the ground floor with the integrated behavioral health center on the second floor,鈥� she said.

The new center will offer medical and counseling teams and preventative care and healthy lifestyle classes as well as a kitchen, food pantry and exercise room.

The apartments not filled by mentally ill residents or veterans will be open to the 鈥済eneral affordable population,鈥� McClellan said.

The fourth floor of the four-story apartment building will be a common room for residents, she said. Support offices will occupy the ground floor.

鈥淭here is also potentially a small retail component on the northwest corner between Morrison and Monroe (streets),鈥� she said.

The apartments will be comprised of six studios, six two-bedroom units and 40 one-bedroom units, McClellan said.

鈥淭here is also a strong desire to incorporate public art 鈥� visible from the southwest corner of Martin Luther King鈥� Jr. Boulevard, she said.

McClellan said she is excited to work on the all-new project.

鈥淭hey’ve been there about 14 years and they want to expand their services and provide wellness as well,鈥� she said. 鈥淚t’s designed to front on a prominent corner of MLK, the public face of the Garlington Center complex. I’m excited to have been able to create an integrated campus with a courtyard in between.鈥�
