A Woodburn-based contractor is facing $13,000 in state fines after an equipment failure in Portland on Monday caused a miles-long traffic backup on Interstate 205 southbound lanes.

According to the Oregon Department of Transportation, a concrete mixer belonging to Woodburn-based Kerr Contractors malfunctioned. That delayed the effort to cure a batch of concrete being applied as part of a bridge joint repair. I-205 lanes subsequently remained closed to motorists beginning near Northeast Halsey Street after 5:30 a.m., when they were supposed to reopen.

“The work they were doing early that morning involved improving some ramps and some bridge joints pieces, where the sections are coupled together,” ODOT spokesman Don Hamilton said. “They were doing some concrete work on the bridge joint and they had a malfunction of the mixer and it was unable to set the material properly.”

Lanes didn’t reopen until shortly after 8:30 a.m. Several media outlets reported that the backup of motor vehicles eventually reached as far north as Washington’s S.R. 500 – several miles north of the state border.

The work being performed by Kerr is part of ODOT’s Big Fix PDX project that calls for improvements on all of the major Portland-area freeways this summer.

Fines assessed in such a situation, Hamilton said, are based upon the contract in place for the project. In this case, the state’s contract with Kerr called for $500 in fines for every 15 minutes that a single lane is closed past the planned reopening time previously agreed to by the parties. With three I-205 lanes closed for hours, the fine amount increased rapidly.

Phone calls to Kerr Contractors seeking comment were not returned promptly.

ODOT inadvertently exacerbated the traffic situation, Hamilton said, by advising commuters via social media and other outlets to use I-205 as an alternative to Interstate 5, where major maintenance is also taking place.

“For all the warnings about the work on I-5, we were encouraging people to use other routes like I-205,” he said. “We directed them to calamity, and that’s very distressing for ODOT. We’re trying to make sure that doesn’t happen again.”

Big changes are afoot in Oregon’s road milling industry.

, a regional heavy civil general contracting firm in Woodburn, has acquired the milling division of Kodiak Pacific. Consequently, Kerr’s milling division, which operates as a separate entity, will now be the biggest in the state and potentially one of the biggest in the Northwest, according to Kerr officials.

“(Kodiak) had a reputation of good work, and we knew them as a competitor – we covered the same turf and market – so we thought it would be a good fit,” said president Brent Kerr.

Acquiring Kodiak’s milling division will give the company a larger inventory of machinery and equipment, Kerr said. It will also allow the company to stay in the same market, while also gaining new customers, he added.

The deal had been in the works for around four months and was finalized in June. The company made the agreement public this week.

Kerr Inc.’s milling division already had an impressive reputation in the region, conducting a variety of paving projects over the years – from airport runways to commercial parking lots.

The most significant aspect of the acquisition was gaining the Kodiak milling division staff, Kerr said.

“It’s about the people,” he said. “That’s really what we’re going to benefit from.”

Oregon Department of Transportation will close the top deck of the Fremont Bridge for three weekends to replace the aging surface along a 2,159-foot-long section of the bridge.

The Fremont Bridge is the only bridge in the state of Oregon that has an epoxy asphalt concrete layer, and only the top deck of the bridge uses this material. The layer has outlasted its service life and needs to be replaced, said ODOT spokeswoman Kimberly Dinwiddie. The current epoxy asphalt concrete layer on the bridge has been in place since its construction 38 years ago.

To replace the epoxy asphalt layer, crews will first need remove an upper layer of standard asphalt with a pavement grinder. The epoxy asphalt layer is directly on top of steel plating, so crews will have to scrape it off using chisels to avoid damage to the steel from pavement grinders.

Once the bridge has been stripped down to its steel plates, it will be re-coated with two layers of epoxy asphalt concrete, each of which take 6 hours to cure—which is why the top deck will need to be closed for three full weekends of work, Dinwiddie said.

The weekends of July 29 and August 5 will be spent stripping the deck and re-laying epoxy asphalt concrete. During the weekend of August 19, crews will pave over the epoxy asphalt concrete with a 1.5-inch layer of standard asphalt, Dinwiddie said.

Woodburn-based firm Kerr Contractors is completing the $3.5 million project.
