A topping out celebration was held last week for Miracles Central, a mixed-use development in the Lloyd District that will cater to those in recovery for alcohol and drug addiction. The project is being developed by Multi-Cultural Development Group LLC, of which Guardian Real Estate Services is the managing member, and is a collaboration between Miracles Club, Central City Concern, and the Portland Housing Bureau. LMC Construction is the general contractor on the project, which was designed by Carleton Hart Architecture.

The 48,351-square-foot building features five stories of wood-framed apartment units over a concrete ground floor that will house community and resident services space. It will contain 47 apartment units, including 21 studios, 21 one-bedrooms, and four two-bedrooms. The project is slated for completion by the end of July.

New development will feature apartments, social services

Guardian Real Estate Services is working with Central City Concern and the Miracles Club to develop a mixed-use building with 47 apartments and a facility providing services for people recovering from substance dependency, on Portland Housing Bureau-owned property at 1306 N.E. Second Ave.

The bureau made available the 10,000-square-foot lot, along with approximately $7 million in tax increment financing dollars from the Oregon Convention Center Urban Renewal Area, through a Notice of Funding Availability in 2012.

Jaymee Cuti, spokeswoman for the Portland Housing Bureau, said it selected the Guardian team after receiving three proposals for the site. The approximately $11 million Miracles Central project will include a mix of one-bedroom, two-bedroom and studio apartments, and serve mostly individuals earning 50 to 60 percent of the area’s median family income.

Additionally, the Miracles Club together with Central City Concern will provide on-site services for people in recovery from alcohol and drug dependency. Ground-floor space will be devoted to peer mentoring activities.

Carleton Hart Architecture is the project’s lead architect; LMC Construction is the general contractor. Carleton Hart recently applied for early assistance from the Bureau of Development Services.
