The on Monday got its first look at the proposal for a seven-to-eight-story affordable housing development. Flatworks, at 240 S.E. Grand Ave., would have approximately 143 rent-restricted units. The site is in the East Portland/.

The project is valued at $25 million, according to Portland Permitting & Development.

During a type III historic resource review hearing in 2020, the Historic Landmarks Commission had approved for the site a similar proposal with office space. But that proposal did not advance, and the developer shifted to affordable housing. The plug was pulled because of a lack of demand for office space, said John Jamiel, a TVA Architects senior associate.

The project team expects to seek a permit for the new proposal by April 2026.

At the ground level facing Southeast Grand Avenue, programming would include a lobby, offices, community rooms, a gym and bike parking. Eight parking stalls would be provided inside a ground-level garage with access at mid-block on Pine Street. Ground-floor glazing and active programming would generally be oriented toward Grand Avenue and on the corners, with building services at mid-block facing Ash and Pine streets.

The design team wants to offer some kind of roof deck for residents – on level 8 – and is looking into the cost of such an amenity.

Exterior cladding materials would include brick, composite metal panels, fiber-cement paneling and ribbed metal paneling. There would be five levels of wood framing over three levels of concrete.

The proposed fiber-cement material appeared to be of decent quality, commission Chair Andrew Smith said. Previously, for the office building proposal, only a couple of materials would’ve been used, he added.

“I would encourage the design team, as you move this forward, to take a hard look at that and try to simplify (the material palette),” Smith said.

Commissioner Hugo Hamblin-Agosto suggested the design team look for softer colors for the exterior instead of the dark brick so the building would blend more with the district. Pam Saftler, a TVA Architects principal, said alternatives would be a red or brown brick.

“I don’t find the dark nature of the material that has been chosen to be objectionable at all,” Smith said. “I’ve seen a couple of other buildings of this scale using that type and tone of brick and I’ve seen them be very successful.”

One of the potential modifications is related to required building lines. The space between the building and the street lot line must be designed as an extension of the sidewalks and committed to active uses such as sidewalk cafes, vendor’s stands or developed as “stopping places,” the city’s staff report states. The proposal includes raised planter beds along most of the street frontages between the building setback and the lot lines instead of treating this area as an active space. The commissioners suggested removing the planters to allow for a communal space for residents.

Another potential modification is to the requirement of an eco-roof. Currently, one is planned on level 2.

“We’re looking at providing solar panels in lieu of providing an eco-roof,” Jamiel said, adding that stormwater would have to be managed in a different way.

Commissioners expressed support for eliminating the eco-roof as long as there would be stormwater mitigation. Smith suggested the team seek an equivalent that would provide benefits like those of an eco-roof.

A new building for intensive psychiatric support of children is in the works. The single-story, 10,375-square-foot building will be located on Trillium Family Services‘ 13-acre Southeast Portland campus, at 3415 S.E. Powell Blvd.

The Whole Person Psychiatric Residential Treatment Building will be the campus’ first addition constructed from the ground up since the early 1990s. The building will hold 12 inpatient treatment beds for children, allowing Trillium Family Services to expand its care. It will be located between Trillium’s academic building and its healing garden.

The building will be a wood-framed structure with fiber cement siding and a metal roof.

TVA Architects designed the project for Trillium Family Services. The project team also includes civil engineer KPFF, structural engineer Catena Consulting Engineers, landscape architect Ground Workshop, mechanical, electrical and plumbing engineer Interface Engineering, and general contractor Fortis Construction.

TVA Architects previously designed for Trillium two inpatient buildings at the Children’s Farm Home campus in Corvallis. Tim Wybenga, a TVA principal, said staffers spoke with some of the kids who have stayed in these facilities to learn which elements were important to them. Ample access to daylight was a high priority.

“A lot of times, the solution to prevent breakage of windows is to minimize or remove windows,” Wybenga said. “We’ve found access to views to nature and daylight being so important, so we’ve been more strategic in how we’ve configured the windows.”

principles were used to ensure access to nature. All bedrooms will face existing trees and overlook the healing garden. Plus, a greenhouse and a rock maze at the back edge of the property are in a buffer area between the campus and a residential neighborhood. The palette for materials will include earth tones, greens and blues.

“There’s this beautiful garden space where kids are working in the dirt and growing things,” Trillium Family Services CEO Jamie Vandergon said, adding that the kids host a small farmer’s market every year.

The building will serve the entire campus and include therapy rooms for individuals, groups, and families; collaborative staff work areas; and play-based therapeutic amenities such as a sensory playroom, secure outdoor areas, and a gross motor kitchen for children to practice making meals.

There will also be spaces for partner agencies’ physicians and occupational or physical therapists. One partner, Neurotherapeutic Pediatric Therapies, weighed in on the design of an occupational therapy space that will include yoga balls and mats as well as aerial silk swings that provide compression. There will also be a primary care suite, which will likely be staffed by Trillium’s partners.

A large multipurpose room will accommodate indoor play, special programs, movie nights or different therapeutic activities in a group setting, Wybenga said.

“Your environment has so much to do with your healing,” Vandergon said. “Creating a brand-new trauma-informed healing environment for kids in crisis is such a tremendous benefit to the care we provide and to the kids.”

The intent of the design is to provide life enrichment for kids and visiting families, Wybenga said. Each of the 12 treatment spaces will have an adjacent room for family members to visit children in safe spaces.

Staff will have their own spaces to meet or decompress both inside the building and around the campus to either meet or decompress from challenging situations.

Trillium does a lot for kids throughout Oregon, Wybenga said, adding that it is meaningful to be a part of this project.

The total project cost is $15.1 million, which includes finishes and furniture. The project is fully funded and includes $13.1 million from Oregon’s Coordinated Care Organizations and an additional $2 million from one of those CCOs – CareOregon.

Construction of the new building is expected to start early next year and finish in late spring 2027.

The University of Oregon has breathed new life into the former Concordia College campus in Northeast Portland through a comprehensive project that reimagines the historic property for modern educational needs.

Howard S. Wright partnered with UO on the transformative initiative spanning more than 14 separate refresh projects, working alongside 23 different architects and designers to create contemporary residential, educational, research and administrative facilities. There were more than 500 craftworkers onsite, with craftperson hours totaling 122,964.

At the heart of the renovation is the UO Portland Campus Center, originally constructed in 1953. Opsis Architecture led a dramatic transformation that removed solid walls from previous additions to visually connect formerly disconnected spaces. The team replaced a concrete bearing wall with steel columns and relocated networking systems to a prefabricated concrete shelter to ensure campus resilience during seismic events.

The Innovation Building, designed by TVA Architects, represents a sustainable approach that retained much of the existing structure while creating naturally lit corridors flanking open design studios. The former chapel now serves as Innovation Commons, featuring custom pivoting steel frame walls that transform the space from intimate presentation areas to a large event hall. A key feature of the space is the platform, which functions as both a stage and a backdrop for storage.

Perhaps most distinctive is Highland Hall’s transformation from a former gymnasium into the new home for the Department of Architecture. Lever Architecture preserved the building’s historical significance while incorporating innovative sustainability features. Highland Hall’s new entry vestibules, two new seminar rooms and partial height dividing walls between studios are constructed from 7-inch-thick mass plywood panels reclaimed from a test structure at the TallWood Institute’s A.A. “Red” Emmerson Advanced Wood Products Laboratory at Oregon State University. The project team noted that this is the first project they are aware of to reuse mass plywood panels at this scale. The renovation also included extensive envelope upgrades exceeding current energy codes.

All projects were completed with minimal disruption to campus operations, ensuring students could occupy housing buildings ahead of academic years 2023 and 2024.

The university emphasized exceeding minority, women and emerging small business participation goals by enhancing accessibility to bid packages and tailoring them to accommodate smaller firms’ needs. The team more than doubled the goal, with an average of 19 percent .

The Oregon Department of Human Services is preparing to open a new multiservice center in Brookings.

TVA Architects designed the facility for developer . Pence Construction, KPFF and Shapiro Didway are also project team members.

This will be the sixth ODHS multiservice center project for TVA Architects. The three-story, 23,000-square-foot building will be located at 1210 Chetco Ave. and hold offices for child welfare assistance, self-sufficiency programs and vocational rehabilitation services. Multiple state programs are included in a single building to improve community access.

Schematic design began in June 2022 and the project team is completing construction documents. Construction is expected to cost approximately $14.75 million. The total project cost was not readily available.

The Brookings building will have a unique shape, TVA Architects’ principal in charge Mandy Butler said.

“We are maximizing the buildable area on the site while still balancing the parking and landscape requirements,” she said.

One side of the building will have an unusual angle because of site constraints. The design team aimed to provide ample interior light and ocean views.

The team used strategies, Butler said. The project team is targeting a Leadership in Energy and Environmental Design rating, she added.

One of the design goals was to reinforce the principles of as much as possible. The team sought to create spaces that have a sense of safety, individual control, dignity, some level of joy for all users, etc., Butler said. Elements involved included lighting, clear navigation, use of natural materials, and more.

The project team has completed multiservice centers in Roseburg, Gresham, and Klamath Falls. TVA Architects also worked with Pence Construction and a different project owner for a center in Portland.

“We’re working with the same team on a pretty significant renovation of the facility in Gold Beach,” Butler said.

TVA Architects also started design of a seventh facility of this type to serve Newport.

The Brookings facility will be a high-profile building, which Butler believes will become a community asset.

Construction is scheduled to begin in July 2023 and finish in November 2024.

has requested a pre-application conference, now scheduled for March 9, with the Portland Bureau of Development Services for a possible 23-story tower with 337 housing units and approximately 3,300 square feet of retail space. The proposal for 514 N.W. Ninth Ave. also calls for three stories of underground parking with 192 stalls.

The site sits across Northwest Hoyt Street from the 14-acre ex-U.S. Postal Service property, where is in the works. The tower project’s owner, Eran Fields of Fields Holdings of Los Angeles, said he hopes it will be a catalyst for Broadway Corridor development.

Plans call for demolishing half of the historic Bindery Building and the entire Metro Building. The tower would then rise on the block’s western half – looking onto the Broadway Corridor side.

The building would include market-rate and inclusionary housing units. There would be two amenity spaces – on the roof and the second floor – that would include terraces, a pool deck, a fitness center, meeting rooms, a lounge and a theater room.

Also, a two-story basketball court is proposed. The developer previously included half of a basketball court in The M – a 24-story tower near the University of Washington in Seattle. Another indoor basketball court will be in Fields’ new 12-story, 260-apartment building in Eugene; crews are set to break ground this fall.

Currently, the Pearl District tower’s design includes a simple but elegant exterior.

“(I am a) believer in a clean, elegant building that will stand the test of time,” Fields said.

The tower would share a property line with the site’s existing buildings at the ground floor and then be set back as it rises. This would preserve the existing buildings’ identities and allow for better views within the tower, Fields said.

It is Fields Holdings’ first project with a design by TVA Architects. It was the first firm Fields approached for the project, he said, and “that was it.”

The project team hopes to break ground in the third quarter of 2023 and finish within 26 months, Fields said. The project could potentially be completed in spring 2025.

A new Multnomah County headquarters for the Oregon Department of Human Services is quickly taking shape at one of Gresham’s busiest intersections.

TVA Architects designed the three-story, 95,000-square-foot structure, which is being built by general contractor on the southwest corner of Southeast Stark Street and 223rd Avenue. The building will feature a structural steel and concrete slab on deck framework as well as a generous use of glazing. There will be enough space to allow the state agency to consolidate several existing county locations. The project is being developed by , which will lease the building to ODHS.

Ground was broken in July 2020, Pence Construction project manager Perry Smick said. The team had to navigate late summer wildfires, as well as a winter storm that froze construction activities for nearly a week. Nevertheless, Smick said, the team is actually ahead of schedule.

“The schedule got affected by some of those delays, but we’ve been making up time,” he said.

Currently, interior steel framing work is taking place along with installation of plumbing, electrical, fire suppression and mechanical systems.

“We poured our last major concrete pour on the third floor last week,” Smick said. “So now it’s mostly about framing the building, mostly around the perimeter, which will lead to getting the other subcontractors going on the outside but also on the inside.”

Major subcontractors involved in the project include: Sowles Company, which performed steel erection; Pence/Kelly, which carried out structural concrete work; Caliber Plumbing & Mechanical, which is performing both plumbing and mechanical scopes of work; Stoner Electric Group; Harlen’s Drywall, which is handling all interior and exterior steel-stud framing and drywall; Skyline Sheet Metal, which will install the metal panels and fiber cement panel system; and River City Glass, which will carry out glazing work.

The 5.51-acre site is actually comprised of three separate tax lots. Two single-story buildings – a Plaid Pantry store and Puff’s Pub – are set to remain on the property; four other buildings were demolished.

Primary vehicle access will be via 223rd Avenue, but there will be a secondary entrance via Stark Street. The main building entry will be on the property’s south side, with another for employees on the north side. Eight interior parking stalls on the ground floor will be reserved for child welfare staff vehicles and will also be used by ODHS clients when privacy is required.

The primary entrance will feature a two-story lobby with full-height glass facing south and a two-story glass opening facing 223rd Avenue. Doors will open to both the east and west.

Exterior materials include ribbed and flat metal panels as well as a high-density fiber cement panel system.

The site is huge, Smick said, but it’s mostly parking for 288 vehicles. Not much underground work is required because of soil conditions. Bioswales are being built around the site’s exterior to handle runoff from the building, along with a half-dozen dry wells to handle high-water events.

“On the other side of town, (soil) has more clay, but here there’s a lot of gravel to it and I think it probably has to do with the (Columbia River) Gorge,” Smick said. “It drains really well, and basically, we’re not connecting to any existing city stormwater (infrastructure); it’s all handled on site.”

The project team is scheduled to finish by December. A Leadership in Energy and Environmental Design silver rating will be pursued.

A 175-foot-tall multifamily building project, years after surviving challenges from neighbors, is advancing between Northwest Naito Parkway and the Willamette River.

Designed by for , Fremont Place will ascend as high as 17 stories and hold 236 apartments above ground-floor retail space and amenity space.

General contractor and subcontractors are getting ready to tackle the foundation. Pacific Foundation crews are installing over 100 steel pipe piles to support the building, while Andersen Structures Inc. workers prepare the necessary formwork.

DCI Engineers performed the structural engineering, which was complicated due to the riverfront location (1650 N.W. Naito Parkway).

“They are now working on the structural excavation, but we have fully excavated out to the elevation that’s needed to install all the steel pipe piles,” Andersen Construction project manager Katie Hoyt said. “We have an initial foundation permit, which is approved and signed off, and then we’re very close to getting the remainder of the building permits from the city.”

The Portland Design Commission approved the design for Fremont Place in 2018, but that decision was appealed to the City Council by the Pearl District Neighborhood Association. That appeal was at first upheld, but then reversed by the City Council, allowing the project to finally move forward.

The new building will have one level of below-grade parking featuring car stackers. The ground floor will have bike storage, two artist studios and a commercial space with an outdoor patio connected to an adjacent greenway. Meanwhile, the upper levels will have a mix of studios, one-bedroom units and two-bedroom units, with lounges and roof terraces on the second and seventh levels.

The massing, designed to minimize view obstructions for neighboring buildings to the west, steps down as the structure approaches the river. The full 17-story height is reached in the northwest corner, with eight stories on the northeast podium and six stories on the southwest podium.

Exterior materials will include brick pillars, curtain wall and storefront window systems on the ground floor, a window wall system on upper floors, fiber cement panels and metal panels.

The riverfront soil led to a unique foundation design, Hoyt said.

“From the middle of the building out to the river it’s been very sandy,” she said. “And then it starts to be a mix of sand and your typical soils we encounter right around the railroad tracks.”

Along the building’s east face, closest to the river, deep soil mixing was used to construct the below-grade retention wall. On the south and the west there is standard shoring and lagging walls; on the north there is a laid-back wall. Shotcrete will be the main material for the vertical walls below grade.

“And we have over 100 steel pipe pile, which per design are supposed to go down 106 linear feet,” Hoyt said, noting that the piles arrived on site via a barge equipped with a crane. “But it’s going 25 or 30 feet beyond that so that it hits bedrock.”

Initial excavation started in October 2020. Crews are expected to require 25 months to reach substantial completion. Westech Construction did the excavation work. Subcontractors currently on site include Ocean Park Mechanical, Bergelectric and Patriot Fire Protection. All are performing below-grade work at present in preparation for the first of three large foundation concrete pours.

“They’re putting sewers in, getting conduit ready for electrical – that kind of stuff,” Hoyt said. “And our (project engineers) are working on submittals for all the exteriors.”

The Pearl Apartments, a building true to its name, is on the rise in Portland’s .

Crews broke ground on the project in late July 2020, first demolishing a 6,000-square-foot concrete building on the quarter-block site at 1315 N.W. Johnson St., at the intersection with Northwest 13th Avenue. The new seven-story, 39,000-square-foot structure will hold 58 small residential units ranging from 300-square-foot studios to 688-square-foot two-story apartments. The ground floor will have retail space.

Bob Thompson is leading ‘ design team. General contractor is building the structure for and Johnson 13 LLC.

Long ago, trains ran along 13th avenue and dictated that all the sidewalks be elevated so that freight could be loaded and unloaded more easily. That led to similar sidewalks being chosen for the Pearl Apartments, in homage to the district’s past.

The exterior design is also reminiscent of industrial use, Thompson said, with Gunn-metal brick skin and punched openings. To also provide a bit of architectural rhythm and color, tight metal cladding and rib metal siding were included.

“(It) created a nice rhythm and geometry to the exterior elevations,” Thompson said.

Mahogany wood framing for windows will be used to tie the whole structure together down to the ground floor.

The goal of the project is to maximize the living experience in a tightly compacted space, Thompson said. To make units look bigger, floor-to-ceiling windows will be installed.

“Typically, apartments will have a little punch unit (window) at the end,” Thompson said. “But by providing that much glass, the space just flows to the outside, and you get this kind of relief (that) just maximizes the space.”

Inside units, each bedroom will have a sliding, barn-style door able to stay partially open to let in more light to the living space.

Developing a contemporary building that speaks to the district’s historical character was an opportunity and not a challenge, Thompson said.

Installation of wood framing is under way, though work on the seventh story was delayed due to the recent snowstorm, Seabold Construction field superintendent Jason Rekucki said. Ice and rainwater on the top floor would’ve made moving walls around too difficult, he explained. Three weeks are expected to allow crews to finish the top story and the permanent roof.

Also last week, crews were waiting for a dry day to pour the concrete for the ground floor. Rekucki said he had hoped to have it poured on Tuesday, but melting snow and ice would’ve complicated such an effort.

Despite delays tied to the COVID-19 pandemic, wildfires and weather, construction is expected to end up finishing Rekucki said it still should be a 16-month long project.

A two-building office property in Portland’s Pearl District has sold to a fund managed by Rialto Capital Management LLC for $36.5 million.

The purchase comprises Fremont Place I and II – one two stories and the other three stories – at 1650 and 1750 N.W. Naito Parkway. The buildings offer a total of 123,600 square feet of office space. The buildings are 63 percent leased to tenants in the telecommunications, engineering, health care and other industries, according to a Jones Lang LaSalle news release.

The transaction equates to $295 per square foot.

Multnomah County recorded the transaction on Feb. 14. Rialto used a limited liability company, RREF III-P Fremont Place, registered in Miami. The seller was Fremont Place LP, an entity linked to Lincoln Property Co. of Dallas.

JLL secured a $37.3 million five-year acquisition and bridge loan from a debt fund. The loan will be used for the acquisition as well as interior and exterior renovations.

Rialto Capital aims to transform the buildings, constructed in 1987, into an “urban waterfront campus,” according to JLL. The buildings are along the Willamette River just south of the Fremont Bridge.

The new owner plans to build an outdoor amenity space.

JLL’s Capital Markets team representing Rialto Capital was led by Managing Director Casey Davidson and Director Zachary Kersten.

Lincoln Property Co. will continue to manage the office properties, and is moving forward with plans to build the Fremont Apartments, a 17-story multifamily building, on an adjacent parcel that currently serves as a surface parking lot for the office structures.

According to Patrick Gilligan, an executive vice president with Lincoln Property Co., the firm is partnering in a joint venture with Utah-based opportunity zone funder Bridge Investment Group. A $7.2 million foundation permit for the project is under review; Gilligan said the firm hopes construction will start this spring and finish in 2022.

The -designed project received the go-ahead in 2018 when the Portland City Council rejected an appeal from the Pearl District Neighborhood Association of prior approval issued by the Design Commission. will serve as general contractor.

A new office building for the Oregon Department of Human Services is planned in Gresham, to allow consolidation of several smaller facilities in east Multnomah County.

According to plans submitted by TVA Architects to Gresham’s and Planning Department, the three-story building at the junction of Southeast 223rd Avenue and Stark Street would feature over 95,000 square feet of space. Plans also call for 288 parking spaces for motor vehicles.

The 5.51-acre site targeted for the development is comprised of three separate tax lots. Two existing single-story buildings are tentatively set to remain on the property. Currently, a lot line review is taking place to allow consolidation of the three tax lots into a single parcel.

Primary vehicle access would be via 223rd Avenue, with a secondary entrance via Stark Street. The main building entry would be on the south side, and the employee entry on the north side. Eight interior parking stalls on the ground floor would be reserved for child welfare staff vehicles.

The primary entrance would feature a two-story lobby with full-height glass facing south and a two-story glass opening facing 223rd Avenue. Doors would open to both the east and west.

Materials planned for the exterior include ribbed and flat metal panels as well as a high-density fiber cement panel system.

Construction is tentatively set to start in June 2020, according to submitted documents.

The project team has consulted with the , and is awaiting a formal design review hearing.
