Parks & Recreation has officially launched a two-stage open design competition to reimagine a portion of Tom McCall Waterfront Park. The first stage is a .

Multidisciplinary teams from around the world are invited to develop ideas for how the park can better serve Portland for the next 50 years, according to a PP&R press release. The competition builds upon more than a year of community engagement, including surveys, stakeholder meetings, advisory committee discussions and a public workshop. Community members have shared ideas about improving access to the , creating spaces that invite people to spend more time in the park, supporting major events, and making the park more welcoming and accessible for everyone, PP&R shared.

Prospective entrants will need to study the search statement in the RFQ and submit their approach to the project, experience and relevant design skills as well as propose a design team, including an architect/landscape architect registered in Oregon. The deadline for responses to the RFQ is 4 p.m. on Thursday, July 30.

Firms must issue submissions via the city’s .

The competition’s second stage — a request for proposals — is expected to start in mid-September. Three short-listed teams will be given additional information and asked to create conceptual designs for the entire 30-acre park with a focus on the , PP&R stated. The estimated for the redevelopment of the bowl alone is estimated at $40 million.

The is funded by a 2040 planning and development grant that was awarded last year. The goal is to raise more money for design development and phased construction via a combination of private and public sources.

Concepts created by the short-listed firms will be shown in a public exhibition early next year.

Competition jurors — subject matter experts and community and client representatives who will interview the short-listed teams and select a winner — will be announced in early fall. The winner of the competition is expected to be announced next spring.

A to reimagine a portion of Tom McCall Waterfront Park will kick off this summer and run for six months. The tentative plan is to issue a (RFQ) in July, Parks & Recreation spokesperson Mark Ross stated in an email.

Interested firms will need to propose a design team, including a qualified architect/landscape architect of record (registered in the state of Oregon).

RFQ responses are expected to be judged in the fall. That process will result in a short list of three design teams. They will then be invited to respond to a request for proposals (RFP), which will have more detailed evaluation criteria, Ross stated.

The city’s goal is to reimagine how Portlanders and visitors connect with the by redeveloping the park’s bowl. At this point it would include improving river access, adding flexible park spaces, and restoring river edge ecology.

Portland Parks & Recreation (PP&R) has hired architect search specialist (MRC) of London to manage the competition.

Portland-based social impact consultancy  will lead the competition’s community engagement strategy, including focus groups, public events and feedback sessions.

PP&R has also formed a Waterfront Park Bowl Project Advisory Committee (PAC) made up of 18 individuals to help inform project decisions. PAC members will confirm community priorities for the project site, provide input on the design competition process, review and deliver feedback on design criteria and programming, provide advisory input during design development, and more.

The project team will work with the PAC and the to develop details of the competition’s scoring system and design criteria, Ross stated.

Jurors will be selected by MRC and PP&R.

Through community engagement, PP&R heard that some people believe there is limited access and visibility of the Willamette River. Community members also believe the lawn is under-activated with a lack of opportunities for play and recreation, food and beverage options, and restrooms. For the bowl specifically, there is a strong demand for water activities such as swimming, kayaking and paddleboarding, as well as a desire for a reimagined seawall, terracing, stormwater management and flood resilience. This information was shared with the PAC and the Technical Advisory Committee earlier this month.

At this time, funding for the project includes a $750,000 2040 planning and development grant, which Metro awarded last year.

Five filtration systems and 10 stormwater treatment facilities are in the works in .

The Oregon Department of Transportation (ODOT) are intended to clean stormwater runoff from the Fremont Bridge, the St. Johns Bridge and elsewhere along U.S. Route 30.

“These new systems will connect into our current stormwater pipes to remove large debris such as trash and pollutants such as metals and oil from the water,” ODOT spokesperson David House stated in an email.

ODOT’s estimated total cost for design and construction is $37 million.

The five filtration systems will be next to the bridges, and the 10 stormwater treatment facilities will be along U.S. 30. All will collect stormwater from roadways and filter it before releasing it to the Willamette River between Sauvie Island and downtown Portland. Most sites are underground and will not be visible from roads and sidewalks, House stated.

“Rain from roads and other hard surfaces picks up trash, metals such as copper and lead, oil and other pollutants,” House stated. “When untreated, these pollutants wash into drains and nearby waterways diminishing and habitat. Each filtration system we build will improve water quality in the Willamette River by removing large debris like trash and smaller pollutants like metals and oil before they reach the river.”

Project sites will include: the St. Johns Bridge, with two underground filtration systems (one beneath North Philadelphia Avenue on the east end and one beneath Northwest Knappton-General Road on the west end); the Fremont Bridge, with an aboveground filtration system at the base on the east end as well as an underground filtration system beneath the landscaping at the base on the west end; near the Willamette Greenway trail; and at the Fremont Bridge west ramps (at 1500 N.W. Raleigh St.), with an underground stormwater treatment system that includes a 12-foot-tall prefabricated control room and an approximately 20-foot-tall storage tank. Also, the underground treatment systems along U.S. 30 will be built in the highway shoulder between Northwest Nicolai Street and Northwest Marina Way.

WSP has produced project design and specifications for ODOT, according to House. That will allow flexibility in specific site solutions, which will be produced by the contractor for required reviews ahead of construction, he stated.

Bidding for a general contractor opened on Monday. ODOT expects to select a contractor by this spring, House stated.

Construction is expected to begin sometime this year and require approximately two years to complete.

Government agencies are one step closer to beginning a $1 billion-plus project to clean up the ‘s polluted Superfund site through North Portland.

Last week, the authorized the Bureau of Environmental Services to enter into a settlement agreement for remedial design of the Willamette Cove area – a portion of the entire site targeted for cleanup. The bureau will work with the Port of Portland, U.S. Department of Defense and state agencies on the project.

The goal is to design for a “100 percent remedy” of the 10.1-mile stretch of river from Sauvie Island to south of the . The design phase is expected to take three to five years, followed by 13 years of construction. The site will then be monitored for 17 years.

River cleanup will be a long process, with a myriad of government agencies involved. The agreement represents a concrete step forward, said Annie Von Burg, an environmental policy manager for the Bureau of Environmental Services.

“This is an exciting phase of the project,” she said. “This is where we get closer to tangible action.”

The agreement – known as an administrative settlement agreement and order on consent – has been negotiated among the government agencies. The U.S. Agency is overseeing the work. The cleanup also involves the Oregon Department of Environmental Quality and the Department of State Lands, which owns the riverbed.

The agreement now goes to state and federal agencies for their approvals, which starts a clock for the design work.

“Once that is officially signed, we have a clock ticking that we are legally bound to,” Von Burg said.

A request for proposals was issued June 28. The Bureau of Environmental Services is evaluating the proposals now, and officials expect to award the contract in early to mid-October, Von Burg said.

The contract is for an estimated $8.1 million, although such contracts tend to vary in actual cost.

“My experience is these change pretty significantly, so I’m not sure where we’ll land, but that’s the target,” Von Burg said.

The work is expected to involve dredging and capping the riverbed in certain places.

“We are looking at engineered designs that will guide the cleanup of construction itself,” Von Burg said.

Different places in the river will require different solutions. As one example, the agencies face a complex problem at water mile 11, slightly north of the Broadway Bridge. An underwater cable there is complicating the design work, Von Burg said.

The river is polluted from decades of industrial operations, and the city lists “chemicals of concern” including polychlorinated biphenyls (PCBs), pesticides and polycyclic aromatic hydrocarbons (PAHs).

In general, the work is likely to begin upriver, closer to where the affected area begins south of the Fremont Bridge. There may be some exceptions in places where there is a reduced risk of recontamination, Von Burg said.

“There are areas that could possibly go sooner because of the water dynamics,” she said.

The Swan Island lagoon is one such area because it is less impacted by water circulation, Von Burg said.

The remedial construction crews will also have to work around the ongoing operations of Portland Harbor.

The is encouraged that the state and local governments are coming together, spokeswoman Suzanne Skadowski said.

“We’re always happy when the parties are moving forward,” she said.

EUGENE, Ore. (AP) — City officials in Eugene expect to spend $14 million on the planned 3-acre riverfront park, the showpiece of the community’s years-long effort to connect downtown with the .

The Register-Guard reports they also anticipate spending another $4 million on the neighboring one-acre plaza, which will be constructed in a future phase.

The park, scheduled to be completed well before the 2021 world track and field championships, includes green space, a rebuilt section of the riverfront path that separates cyclists and walkers, narrower pedestrian paths that connect to overlooks, interpretative exhibits and public art.

It is part of the overall transformation of downtown Willamette riverfront land into an accessible riverfront neighborhood destination.

The figures, presented to the City Council during a meeting last week, are the first cost estimates shared publicly about the project since design work began a year or so ago.

Plans to improve access to the Willamette River south of the Ross Island Bridge and provide better connectivity with the Sellwood and Brooklyn neighborhoods took another step forward following a recent open house hosted by the Portland Bureau of Planning and Sustainability.

The bureau’s / builds on the 1987 Willamette Greenway Plan and will update existing policies and regulations, prioritize future investments in the area and develop an implementation strategy.

In addition to strengthening connections to the nearby neighborhoods, the plan seeks to improve access to the river by exploring options for new docks and identifying opportunities for and existing obstacles to land-based and river-based recreation. Addressing fish and wildlife habitat, environmental restoration and floodplain management are key parts of the plan as well as an assessment of zoning code provisions that apply to riverfront communities and floating homes.

Debbie Bischoff, a senior planner, noted that almost half of the land in the project area is devoted to parks, open spaces and natural resources while the remainder is single-family, multifamily and floating homes and some businesses. The developable area is mostly built out.

“An important consideration in planning work is to provide and expand public access via streets and trails to and along the riverfront and into the river,” she stated via email. “Another consideration is to protect and enhance natural resources for people, fish and wildlife.”

Some of the challenges involved in the South Reach project relate to completing the greenway trail system in places where development exists. Generally, public trail sections are built when a significant development or redevelopment project is reviewed for land use or building approval. Another challenge is striking a balance between protecting natural resources while promoting public access and recreation on land and in the river.

“For example, shallow water habitat areas are often desirable places for swimming,” Bischoff pointed out.

Following a visioning workshop and several other outreach events, the BPS held an open house Dec. 1 at Llewellyn Elementary School that allowed it to synthesize the feedback it has received from the community so far and provide the public with some initial concepts the bureau is considering for the plan, BPS planner Jeff Caudill stated via email.

“One important outcome of the project will be a South Reach Urban Design Concept and underlying ‘Big Ideas,’” he stated. “These concepts present a future vision for the area and highlight specific actions we may pursue as a part of the plan.”

Bischoff said the bureau has received a robust amount of feedback from community members, and some central themes include protecting and enhancing natural resources; improving the safety of trail users by establishing a speed limit for bicyclists and separating pedestrians from cyclists; and adding amenities such as benches, restrooms, water fountains, a dock and a boat launch. The multipurpose dock could be located near Oaks Amusement Park.

Others suggested expanding the river setback for new development and redevelopment adjacent to the river. Community members also recommended completing the riverfront trail system and extending the trail to Lake Oswego. In addition, the plan could include recreating the historic channel through Ross Island to reduce algal blooms.

An inventory and analysis of existing conditions began last winter, and visioning for the urban design concept will continue through the spring. The bureau plans to present a proposed draft in spring 2019 and gather recommendations during Planning and Sustainability Commission hearings. A recommended draft will be presented to the City Council for hearings and final action in early 2020, according to the project’s timeline.

The riverfront area in Dunthorpe, which is in unincorporated Multnomah County, is included in the project because the city and county have an agreement that Portland will conduct planning for the county’s unincorporated areas.

Elizabeth Milner, co-chairwoman of the ‘s Stewardship of Natural Amenities Committee, attended the initial visioning workshop and the Dec. 1 presentation. Neighborhood residents are excited for more access to the river, an improved public swimming area, enhanced boat access, and better signage to remind dog owners to clean up after their pets, she said.

“We have some committee members who are working to save some open space that is privately owned between Llewelyn Elementary and the (Wilhelm Portland Memorial) funeral home, and if that works out that could be a potential trailhead to Oaks Bottom because the current trailheads are pretty far apart,” she said.

With 305 acres of public parks, natural areas and open spaces, the South Reach is home to threatened and endangered species that include Chinook, coho and sockeye salmon and steelhead trout as well as Pacific lamprey and cutthroat trout, which are federal species of concern. It is the only section of the Willamette River in Portland that has floating home moorages, and Oaks Bottom is the only designated wildlife refuge in the Rose City. Oaks Amusement Park, which opened in 1905, is one of the oldest amusement parks operating in the country, according to the bureau’s “fun facts” about the area.

A coalition of activist groups on Friday blasted the Environmental Protection Agency‘s plans to clean up the Portland Harbor Superfund site as woefully inadequate.

“We’re very disappointed in what came out of ,” said Jim Robison, chairman of the Portland Harbor Community Advisory Group. “It doesn’t get it done right.”

Advocates for the environment, the homeless, an American Indian tribe and other groups pleaded for a more thorough cleanup of the polluted as the EPA held a public comment meeting inside the Portland Building.

“We need more than 8 percent of the river to be clean,” said Ibrahim Mubarak, co-founder of , a nonprofit.

Critics say the EPA is planning to dredge only 8 percent of the affected stretch of the river.

An EPA spokesman encouraged interested parties, including protesters, to lodge an official public comment.

“We welcome all perspectives on the cleanup; that’s what public comment is for,” agency spokesman Mark MacIntyre said.

The EPA announced Friday that it would extend the public comment period until Sept. 6, to allow for 90 days of public comment.

The EPA’s preferred cleanup plan would cost $750 million and require approximately seven years. A more extensive cleanup would cost $2 billion and take even longer.

The Portland Harbor Superfund site extends 10 miles from the Broadway Bridge in downtown Portland to the Columbia Slough. The EPA plans to dredge and cap the most polluted sections of sediment. About 1.4 million cubic yards of contaminated sediment would be removed. Otherwise, the federal plan relies on “natural recovery” for 1,900 additional acres, according to the EPA.

People who eat fish from the river are most at risk of contaminants, the agency said. Pollutive compounds found include DDT and PCBs (polychlorinated biphenyls).

Rose Longoria, regional Superfund cleanup projects coordinator for Yakama Nation Fisheries, advocated for a thorough remediation.

“Yakama Nation and all people deserve the right for clean, healthy fish that are safe to eat,” she said. “Allowing these toxins to remain in the river … is a violation of human rights and is a violation of treaty rights.”

Friday’s public meeting was the first of four scheduled around Portland. The next meeting will take place on Wednesday, from 11:30 a.m. to 8 p.m., at the Portland Expo Center.

The city of Portland may choose to employ a design-build approach for an innovative $57 million project involving Willamette River water main crossings.

The on Thursday discussed the Water Bureau’s decision to pursue the alternative contracting method. A second reading and vote is scheduled for Dec. 16.

Bureau head Michael Stuhr believes that in this instance, design-build would more effectively reduce costs and claims than would the design-bid-build or construction manager-general contractor methods.

Though much of the project is not yet nailed down, a major aspect of it – which Stuhr called “very cool” – would feature installation of a 4,000-foot-long line of 42-inch welded steel pipe through solid rock 80 feet under the Willamette river bottom, bypassing liquefiable soils and delivering a vital supply line to the heart of the city. Crews would employ horizontal drilling, an innovative method that would only minimally affect people and the environment, according to the Water Bureau.

But the effort would require a highly-qualified contractor and very specialized equipment. With a high level of technical knowledge needed, use of only one contract for design and construction would better ensure “everybody’s on the same sheet of music” before the city issues a notice to proceed, Stuhr told the Daily Journal of Commerce.

“Any contracting method can work in any instance,” he said. “We just think this is the best type of contracting, and the best value, for this project.”

The city typically favors a competitive design-bid-build process, wherein qualified bidders are sought and the one that submits the lowest bid gets the project. Under design-build, the city would issue a request for proposals and then cull a short list of three to five firms. Those firms would then submit partial designs, price commitments and timelines. A contract would be offered based on “best value.”

“One of the big benefits of using design-build is that it allows us to cut a lot of project time, so we can get a hardened crossing a lot sooner,” Water Bureau chief engineer Teresa Elliott said.

The city maintains seven water main crossings of the Willamette River, which together provide water for 130,000 people on the river’s west side, or about 20 percent of city water users. The west side is also home to three hospitals and most of the area’s government agencies.

Elliott told the council that a Cascadia subduction zone earthquake – a major seismic event – is 15 percent likely in the next 50 years, and a 6.0-magnitude earthquake emanating from one of the area’s smaller faults is 33 percent likely. Plus, soil on both sides of the river is extremely liquefiable material, and the city’s existing pipes were installed when much less was known about seismic risk, she said.

The existing pipes rest in shallow trenches on the river floor, and (like most of the city’s bridges) aren’t expected to withstand a major earthquake.

“We desperately need to be able to provide water on the west side of the city,” Stuhr told the council on Thursday. “This project is extremely important.”

Of the three possible alignments shown to council, the bureau’s preferred one runs slightly north of the Marquam Bridge on the east side of the river. Until a design-build team is selected, specific terminus points – and affected properties – won’t be known.

Of the proposed $57 million project budget, $40 million would go to the design-build contractor, $4 million would go toward consulting, and the remainder would be spent internally on land acquisitions, easements, permits and staffing.

The bureau expects to appear before the City Council sometime in 2017 after agreeing with a design-build team on a final project price. The project is expected to conclude by 2019.

Most of Portland’s water originates in the Bull Run watershed, though some is groundwater. It’s stored in reservoirs at Mount Tabor and Washington parks.

The city of Portland is gearing up to enter into a development agreement to construct up to 3.5 million square feet of office, retail and residential space – along with accompanying infrastructure to support it – in the South Waterfront District.

Construction on the first phase of development of the 33-acre parcel known as Zidell Yards – slightly south of the Marquam Bridge between Moody Avenue and the – could start as soon as June 2016.

The Portland Development Commission‘s board on Dec. 11 received a draft of the agreement with , a subsidiary of Zidell Marine. Shawn Uhlman, spokesman for the PDC, said adoption of the agreement should come in January, after some slight content tweaks are made.

Matt French, managing director of ZRZ Realty, said via Kathleen Mazzocco of Clear PR that the holdup on an agreement is on the PDC’s end, and that he’s waiting until one is reached to make a statement to the media.

The draft agreement outlines three phases of project development, including construction of a new portion of Southwest Bond Avenue, which will run parallel to Moody Avenue and eventually extend from River Avenue south to Gibbs Street.

Phase one includes development at four locations, including one that will hold Oregon Health & Science University‘s Schnitzer Campus buildings two and three directly north of the Collaborative Life Sciences Building. The other three locations – identified as Block 1, Block 4 and Block 6 – will gain projects developed by ZRZ.

Block 1 includes The Emery – a $20 million, seven-story, mixed-use building completed in October 2013. A 90,000-plus-square-foot, mixed-use building directly south of The Emery is planned to complete Block 1.

Block 6 is slightly south of and adjacent to the South Waterfront/Southwest Moody Avenue MAX orange line station. The draft agreement indicates that ZRZ will construct a building or buildings with at least 250,000 cumulative gross square feet of commercial and/or residential space. If the city and ZRZ agree to terms, ZRZ will be obligated to begin construction on Block 6 by July 1, 2017.

ZRZ’s receipt of a building permit for Block 6 will trigger the start of the Bond Avenue Moody Connector Project, according to the draft agreement. Uhlman said the city has committed $8.4 million to that effort.

Block 4 will wrap up the first phase of Zidell Yards development. The property is directly across Moody Avenue from The Emery, adjacent to the Ross Island Bridge. Upon completion, the project is expected to inject at least 100,000 additional square feet of commercial, retail and residential space. If ZRZ and PDC sign the draft agreement as written, work on Block 4 will begin no later than June 30, 2025.

Phase two of the Zidell Yards project, according to the draft agreement, is slated to begin Jan. 1, 2018 and end June 30, 2025. During that time, ZRZ will construct buildings totaling 1 million gross square feet anticipated to include commercial (2,500 jobs) and residential (1,000 units) space. ZRZ will also design and construct the “Phase 2 Greenway” segment of the Willamette River Greenway. Plans call for this segment to stretch from the Marquam Bridge south to the Ross Island Bridge and west to Moody Avenue.

The draft agreement indicates that the third phase of Zidell Yards will begin on June 30, 2025 and end Dec. 31, 2035. In the agreement, plans for this phase are less detailed than the other two, but indicate a financial partnership between ZRZ and the PDC.

PDC Executive Director indicated to the board via a Dec. 11 memo that staff anticipates requesting formal approval of the draft agreement at the Jan. 11, 2015 staff meeting.

Nine years have passed since NorthWest Ecosystem Services ecologist Paul Fishman started managing an extensive effort to clean up a brownfield in ‘s South Waterfront District.

He still returns to the 30-acre property to monitor native plantings reclaiming an area where ship deconstruction operations led to asbestos, lead, oils and other harmful compounds for years being dumped into the Willamette River and onto the bank. On a recent visit to the site, Fishman, who served as the Zidell waterfront cleanup project manager, showed a riverbank once marred by industrial use that now is in a more natural state.

“To me, this is beautiful,” he said.

The privately funded cleanup, led by site owner Co., was completed in 2011 to make way for mixed-used redevelopment on the riverfront property adjacent to the Zidell Marine Corp. shipyard on Southwest Moody Avenue. As the positive results become apparent, the project is gaining national recognition for innovative engineering techniques and serving as a model for remediation.

The Coasts, Oceans, Ports and Rivers Institute recently honored Vancouver, Wash.-based environmental engineering and planning firm Maul Foster & Alongi for its contributions to the cleanup with a 2014 Project Excellence Award in the large project category. The award is one of two given out annually by COPRI, a semi-autonomous institute of the American Society of Civil Engineers.

The judges for the award commented that the Zidell Yards cleanup was “a novel approach” to removal and containment of contaminants along the riverbank.

“The skill sets and techniques of the design team to accomplish the analysis and … design are impressive,” they added. “The efforts resulted in a successful mitigation of decades of military-related aquatic sediment and landslide contamination.”

Because of the complexities of the site, project engineers spent an extensive amount of time analyzing various factors, Maul Foster & Alongi senior engineer Erik Bakkom said. The result was three different designs for cleaning up and reforming different portions of the site based on the level of contamination and typography of the riverbank.

“All those things changed how we addressed the design,” Bakkom said.

Firm staffers worked closely with the Zidell Marine Corp. and other project team members to restore the contaminated site without disrupting its ongoing use as a barge construction facility. The worst contamination was removed and transported to a landfill. The rest was contained within an 11-acre cap that Maul Foster & Alongi staffers designed to prevent hazardous chemicals from leaching into the river. It also fits under the new transit bridge.

“There was a lot of thought that even went into the design just of this pile of dirt,” Bakkom said.

During the cleanup, nearly 20,000 cubic yards of soil contaminated with industrial chemicals was removed from the riverbank in coordination with Tilikum Crossing construction nearby. The effort also involved removing from the river 2,200 treated wood pilings that formerly were part of a dock built in the 1930s.

The contaminated soil was replaced by barge loads of clean sand from the and rock from a quarry near the town of St. Helens. The added sand and rock reshaped the riverbank to feature more a gradual slope instead of a steep vertical drop. To provide wildlife and habitat, approximately thousands of native shrubs were planted and larger rocks were replaced with gravel more hospitable to fish.

“We rebuilt this whole riverbank,” Fishman said.

The cleanup was officially completed nearly four years ago, but Fishman and Maul Foster & Alongi staffers for the next 10 to 15 years will monitor the site as it’s further primed for commercial and residential redevelopment. This includes ensuring efforts to create fish habitat in the river are working and that the cap is still preventing contaminated soil from leaching out. A couple of months ago, the site gained 20,000 additional plantings.

“Zidell is actively managing this project,” Fishman said. “You’ve got to take care of it.”
