Portland, Oregon – AKS Engineering & Forestry, LLC (AKS) announced a merger with Lancaster Mobley of Portland, Oregon, effective October 1, 2025. Through this partnership, AKS broadens its reach into the traffic engineering and planning sector, while Lancaster Mobley gains the resources and support needed to keep advancing safe, diverse, and efficient transportation solutions.
Lancaster Mobley is a consulting firm that focuses primarily on traffic engineering and transportation planning services. Based in Portland, Oregon, they also have regional offices in Bend, Oregon, and Vancouver, Washington. Established in 1983 by Tom Lancaster, Lancaster Mobley brings over 40 years of industry experience as Oregon’s longest-standing independent transportation engineering and planning firm. Current managing principal Todd Mobley started with the company in 1997 and bought the practice in 2007. Notable projects include the Eastside Park and Ride redevelopment planning with TriMet, McMinnville Landing area plan with the city of McMinnville, traffic signal and street lighting for the Portland State University Gateway project, and the city of Sandy’s award-winning Cedar Park project.
AKS has worked with Lancaster Mobley for over 25 years and is looking forward to formalizing that partnership. The two companies have completed hundreds of successful projects together, creating a strong foundation for the companies to streamline their operations. Clients will continue to enjoy the positive working relationships they have with the Lancaster Mobley team, working under the AKS name.
As part of the transition, AKS welcomes Todd Mobley as a co-owner. “Our traffic engineering services dovetail with many of the civil engineering services that AKS provides, so moving this proven partnership under one umbrella will streamline cooperation and collaboration, resulting in stronger projects, relationships, and communities,” states Mobley.
From AKS CEO Blair Carlson: “We know Lancaster’s team well – many of us have worked with them for years. We respect their work and have built strong working relationships. The workflows moving forward should be natural because we already have such strong relationships with their teams. Adding traffic engineering services in-house will provide additional value and efficiencies to our clients and opportunities for cross-training to our teams.”
AKS is a consulting engineering company offering civil engineering, land use planning, land surveying, construction surveying, aerial surveying, hydrographic surveying, water resources, landscape architecture, natural resources, arborist, forestry/forest engineering, and construction support services. In addition to Lancaster Mobley’s existing downtown Portland location, AKS has offices in Bend, Keizer, The Dalles, and Tualatin, Oregon; and Kirkland, Richland, Vancouver, Wenatchee, and White Salmon, Washington. Established in 1996, AKS works in the private development, public infrastructure, and energy markets and is credited with designing some of the largest mixed-use communities in the region. Marion Resource Recovery Facility announces the rebranding of the company to Re:Source Community Waste Solutions.

Serving Marion County, Oregon since 2000, Re:Source provides waste and recycling processing that focuses on recovery — reclaiming materials such as wood, rock, concrete, metal, cardboard, and organics — before efficiently consolidating and transporting waste, with much of the reclaimed material staying in the community for reuse. As a result, the facility is expected to divert 75,000 tons of waste away from area landfills in 2025 alone.

Along with processing all county transfer station and curbside collection waste, Re:Source also intakes contractors’ construction and demolition debris, and accepts public drop-offs of household waste and recycling.

“Our vision was to create a brand that reflects our broader mission — one that’s forward-thinking, collaborative, and rooted in sustainability,” says Kevin Hines, COO. “We’re excited to continue to work with local government and area partners to engage our community and lead the way in responsible waste management.”

Beyond representing the facility’s primary function of recovering valuable materials, the new name points to the organization’s focus on being a dependable source of solutions for the region’s evolving waste needs.
