SIGNIFICANCE OF PROJECT: For more than 20 years, Portland General Electric has used an outdoor yard for training new linemen. A new building being constructed at PGE’s property in Sherwood will provide a safe, indoor environment for training. With a 50-foot-high roof, the facility will be usable for training activities year-round. There will be three classrooms, offices, a break room, a conference room, locker rooms and a large training arena.

Among the constraints of the 4.3-acre site were: a new street right-of-way dedication, existing overhead power lines, and a steep slope at the north side. The existing outdoor line training area was completely redesigned to work with the new building layout and street dedication. The building is two steel-frame structures of vastly different heights. Livermore Architecture & Engineering designed an exterior with corrugated weathering steel panels, flat metal panels, and faux wood siding accents to relate the two volumes to each other. The resulting design helps to minimize the bulk of the arena wing, add visual interest, and relate the building to the surrounding training area. Touches such as the power pole columns at the front entry play homage to the work of linemen.

The interior arena space is specifically designed to allow for the erection and lowering of power poles inside the building. New trainees will be able to learn the proper techniques without contending with weather. A mezzanine level will give instructors an excellent vantage point to observe the activity. Clerestory windows will let in natural light for energy efficiency.

Project challenges included complex negotiations with the local municipality regarding the right-of-way dedication, site configuration relative to access points, stormwater management, management of various stakeholders’ interests in an important project for a large institution, and coordination with the pre-engineered metal building manufacturer to ensure that design requirements for this unique building type were met.

PBS Engineering and Environmental managed the design team and also provided civil engineering, geotechnical engineering, landscape architecture, and planning services.

Reimers & Jolivette was involved in the project from the beginning, which gave the design team valuable information on cost considerations and constructability issues. The participation of all team members through each project phase is resulting in a smooth construction process.

SIGNIFICANCE OF PROJECT: Parkview at Terwilliger Plaza will be a not-for-profit continuing care retirement community for residents 62 and over. The independent-living facility will feature 127 units. Each one will have one or two bedrooms and full kitchens as well as balconies. Thirteen floor plans will range in size from 1,095 square feet to 2,310 square feet.

Designed for passive house certification, the highly energy-efficient building is projected to use 50 percent less energy than a current energy-compliant building. With 100 percent continuous preconditioned fresh air circulation, interior spaces will be substantially more healthy, quiet and thermally comfortable than those in conventional buildings. There will be green roofs, green living walls and solar panels. Features will include: improved wall R values; triple-pane windows; lighting power reduction; eco-friendly appliances; outdoor air systems with heat recovery; high-performance HVAC-VRF; heat pump water heaters; low-flow fixtures; photovoltaic solar generation; and significant thermal bridging details at balcony connections, balcony edges, parapet connections and exterior walls to concrete slabs.

The commons will include stone terracing, a wood-paneled cocktail lounge and a sports bar. The building’s architectural features will include handcrafted wood paneling and a blown-glass chandelier.

One of the goals of the Parkview project was to encourage movement throughout the campus with plenty of opportunities for residents to gather and socialize. There will be a variety of multipurpose rooms, public living rooms, lounges, sunrooms and lobbies. The building’s U-shape will allow for an outdoor courtyard and amenity space as well as views of the adjacent Terwilliger parkway hills, downtown and mountains. A landscaped rooftop also will provide additional space for gatherings.

One of the most critical elements for this project was approval for a sky-bridge across Southwest Sixth Avenue between Caruthers and Sheridan streets. It will link the new Parkview at Terwilliger Plaza with the existing Terwilliger Plaza building. The connector will double as an art gallery space, in response to community building goals.

In East Portland, where Interstate 84 meets Interstate 205, offers 25 acres of parkland – an opportunity for respite from hustle and bustle. And now it’s even better.

A $5.75 million project concluded recently. It produced a gravity-oriented mountain bike trail, an asphalt pump track nearly 600 feet in length, a playground, a grassy area for gatherings and performances (when public health conditions allow), improved utilities including restrooms and a drinking fountain, and more.

“Gateway Green is finally the park we always dreamed it could be,” Paul Dickow, chairman of the Friends of Gateway Green board, stated in a press release. “This is a huge day for East Portland, Portland Parks, and off-road cyclists!”

The park now features two miles of single track, two pump tracks, gravity-oriented flow trails, and a bike park with an adaptive course for people in wheelchairs. Also, the habitat was diversified via additions of plants.

The project was paid with Portland Parks & Recreation system development charges and a $1 million Nature in Neighborhood grant from Metro. In addition to Friends of Gateway Green, project partners included Northwest Trail Alliance, The UNPavement Project and Sasquatch Trails.

Design consultants included PC, PBS Engineering & Environmental, and . Minority-owned served as the contractor.

“We didn’t want to reduce the quality of the bike experience out there but with added advancements improved upon them,” GreenWorks landscape architect Ben Johnson said.

Johnson worked to make sure people could access all of the trails in the park without disrupting the existing bike trails.

Because Gateway Green differs in elevation by approximately 100 feet from its top to its bottom, design and construction were challenging. A key design aspect was ensuring accessibility for all potential park users.

GreenWorks also improved the habitat to keep wildlife and recreational use in mind. For example, trees were planted in areas to provide shade for cyclists. The whole habitat was designed with native trees except for a few by the hub to give the area separation and prominence.

Upon the park’s opening in 2017, it had only a single track and bike park. It was “bare-bones,” Chris Bernhardt, of C2 Recreation, said. “(It) didn’t feel like a park.”

Now Gateway Green is expected to become a regional destination for cyclists of all skill levels as well as an attraction for many others.

is creating a structural engineering group, the company announced this week. With 250 employees and offices in both Oregon and Washington, PBS plans to add the group to its growing public transportation team. The group’s leader is Hod Wells, who has nearly three decades of experience in structural engineering.

“I was ready for a new chapter,” Wells stated in a press release. “PBS provided the challenge of bringing a new service line to the company, and it’s a perfect match with the firm’s existing engineering and environmental capabilities.”

The firm doubled in size after acquiring Vancouver, Washington-based HDJ Design Group, which had been collaborating with PBS on the Vancouver waterfront redevelopment project. PBS started in 1982 as a firm dedicated to safety and environmental issues, and now has nine offices across the Northwest providing geotechnical engineering, civil engineering and other services.
