A massive spanning 9 acres now crowns , the result of groundbreaking construction techniques that allowed the busy transportation hub to remain fully operational throughout its major renovation.

The Hoffman-Skanska joint venture and its teams completed the installation using an unprecedented strategy that prevented disruption to the 50,000 daily passengers while meeting the Port of Portland’s stringent seismic resiliency requirements.

Serving millions of travelers each year, PDX could not afford the widespread closures that on-site roof construction would have required. To solve this challenge, construction teams built the entire roof structure off-site in 20 massive sections called “cassettes,” each containing approximately 120 individual components including skylights, insulation and mechanical systems. The largest cassette measured 220 feet by 110 feet. The construction required a 20-acre staging area near the airport’s fire department headquarters, featuring a reinforced concrete pad engineered to support the weight of the roof modules during assembly.

In a first-of-its-kind sustainability initiative for a project of this scale, all timber was sourced from 13 sustainably managed forests in Oregon and Washington. The project team established a comprehensive tracking system to ensure wood could be traced from “forest to frame.”

Timberlab was instrumental in advancing wood innovation at PDX, supporting the development of the signature 400,000-squaer-foot roof. Timberlab and Hoffman-Skanska selected local firms such as Zip-O and Freres Lumber to fabricate key structural components.

Special consideration was given to , with the roof and curtain wall system designed to move up to 24 inches in any direction during an earthquake. This movement is made possible by seismic base isolation bearings that support the roof structure.

In another innovative move, workers repurposed a connector between concourses that was slated for demolition, transforming it into a pedestrian bridge bypass. This creative reuse prevented 3.4 million pounds of material from entering landfills.

The project is certified.

Minority- and women-owned businesses’ participation on the overall project ranged between 22 percent and 25 percent.

Subcontractor Western Partitions played a key role on the project. Its scope – totaling $19.5 million and involving 400,000 square feet of space – included exterior and interior metal framed walls, interior soffits and ceilings, insulation, drywall, taping, stadium seating framing, and mass plywood panels atop the concessions spaces and airline offices. The company spent approximately 20 percent of its contract on partnerships with MWESB subcontractors and suppliers.

Work on ‘s new $1.95 billion main terminal is moving to the sky. Four pieces of the massive, nine-acre timber roof are in place – with 16 still to go.

Moving each section is a feat that requires a self-propelled modular transporter capable of lifting a submarine. The entire roof will weigh about 18 million pounds.

The mega-structure will be supported by 34 giant Y-column stands. This summer crews were able to install 22 of the columns; the remaining ones will be placed in phases.

Each steel column is 55 feet tall and weighs 96,000 pounds. A special lattice boom crawler crane was used to lift them.

To ensure safety, no one was allowed underneath the columns when they were in the air. That included airport and Security Administration workers in the baggage center adjacent to the main terminal site. However, in an airport that can see 45,000 travelers daily such a restriction isn’t possible during daytime, leaving the wee hours of the night the only time available.

Once the last flight of the night was ready to take off – and all baggage center needs ceased – installation work could finally commence, said Katrina Day, a senior project manager with the project’s general contractor – Hoffman-Skanska Joint Venture.

Crews usually had a seven-hour window before flight activity resumed. During this time about 100 people – including spotters – worked on-site. Each time an area closed, a person had to stand there to make sure nobody entered the site.

During installation, each night the columns were transported 9.3 miles from Thompson Metal Fab in Vancouver, Washington, where they were fabricated, to the main terminal site. The columns were then rigged and tripped by the crane and lifted into place. Once each one was standing, a crew of about 24 people (including supervisors) manually cranked 48 2¼-inch bolts – to secure it.

“It sounds very simple,” Day said. “(But) it lasts all night.”

By the end of the seven-hour window usually two columns could be installed. Some would take longer because they had to be threaded through the baggage center’s roof.

After the columns were set, isolators were placed atop each of the Y-column. The discs will allow the roof to move independently from the columns in an earthquake.

The main terminal construction site is at the heart of the airport. Crews have been working since 2020 to carve out the seat for the site. This included closing Clocktower Plaza, which housed pre-security shops and restaurants, and removing the 700-foot-long post-security hallway that linked Concourses A, B and C with Concourses D and E.

The structure was split in half and turned into two temporary hallways that bypass construction and connect the post-security hubs at each end of the airport to Concourses C and D. With the whole middle portion of the airport blocked off, all operations have shifted to the side. Kama Simonds, media affairs manager for the Port of Portland, said the big question is: “How do we keep the airport operating and get this project done?”

Some practices already in place – like common use – help operational logistics. If an unscheduled flight needs to land at early in the morning for some reason and a Y-column installation is under way, the aircraft could be directed to any of the common use gates (not leased to a specific airline) to not impede construction.

Such a practice allows the construction team to easily say, “Concourse D is out of service; we’re doing a Y-column pick and setting it in place,” Simonds said. “But over there at Concourse C, go to town.

“Without that constant communication and close teamwork,” she added, “it would be a whole different ball game.”

The situation for moving each roofing cassette is similar. Crews need about four nights to move, align, and slide each one into place over the terminal. All the work is done at night to not disrupt airport operations.

The process starts in the northeast corner of the airport’s property. Each cassette is raised off the ground 55 feet to column height by the modular transporter. Then the cassette is carried along the airfield at about 3 miles per hour to the main terminal site three-quarters of a mile away.

Installation of the whole roof is anticipated by the end of 2022.

Ambitions for a new parking garage and rental car center at Portland International grew with a change in scope. The price tag grew along with it.

The Parking Additions and Consolidated Rental Car () project is now expected to cost $282 million, up from $246 million as conceived originally. That represents a 14.6 percent increase.

The design changes were driven by a desire to provide a single rental car facility, and eliminate the need for customers to take shuttle buses to some agencies’ locations.

“The fundamental thing is we decided to bring all of the rental car agencies on site,” said Vince Granato, the Port of Portland‘s project manager overseeing the portfolio of projects known as . “We needed to make the facility bigger to accommodate that.”

An extra bay was added to the facility. The toll plaza was moved. And the project now includes a separate, stand-alone rental car center.

“It’s better customer service,” Granato said.

For now, five rental agencies are located on-site and three are off-site. When the rental car center is complete, 12 rental car companies plan to operate there.

Construction is building the 2,225-space parking garage, which was designed by YGH Architecture. Site work began in early 2018. The garage and rental car center are on track to open in fall 2021.

The COVID-19 pandemic led to additional unexpected costs, Granato said. Two positive virus tests slowed work, he said.

“There have been COVID costs that have put pressure on the budget,” he said.

The parking garage is being funded by revenues from the airport’s parking operations. The rental car building is being funded by user fees paid by rental car customers and bonds issued for the project. To provide stability for both the Port of Portland and tenants, the rental car agencies agreed to 20-year leases in the new facility that will begin when they move in.

The project team saved costs in other ways, Granato said. JE Dunn locked in a steel purchase early on. The project has also benefited from stable costs for some materials.

That’s part of a wider trend, said Mike Salsgiver, executive director of the Associated General Contractors‘ Oregon-Columbia chapter.

“We’re still seeing some uptick in basic materials, but it’s kind of flattened out, because the industry’s kind of flattened out,” Salsgiver said.

The PACR project is part of the larger Next initiative to modernize Oregon’s major airport. A $1.65 billion makeover of the main terminal building has begun with a joint venture of and in the pilot’s seat. is designing the terminal.

The terminal project calls for replacing the roof with a seismically sound one and radically redesigning the interior.

“The floor will be the same,” Granato said, “but that’s about it.”

The ability to inject carbon dioxide into concrete has existed for decades. But only within the past decade have parties begun to engage in such efforts to reduce greenhouse gas emissions and fight climate change.

Now, Vancouver, British Columbia-based has brought its carbon-sequestering technology to the Troutdale production plant of national concrete producer . Proprietary technology is used to inject recycled carbon dioxide into a given concrete mix, reducing the cement content correspondingly.

Following production of several test batches, the first field-grade batch of CarbonCure concrete was poured in February at as part of the ‘s Parking Additions and Consolidated Rental Car Facility () project. It’s being tackled by general contractor Construction.

“The Port was interested in what can we do that would be green on their project,” said Scott Thayer, project manager for Portland firm Yost Grube Hall Architecture, which designed the project. “The whole point of this is to reduce the cement content in the concrete. It’s one of the most carbon-intensive products in the world, especially in the amounts it is used and its prevalence in the world of construction. What’s beautiful about carbon is it’s a perfect substitute for the cement. It has similar strength-enhancing properties in the concrete mix.”

Yukari Kubo, a design professional with YGH and co-chair of the firm’s sustainability committee, said the key to getting a large manufacturer like Knife River to jump on board was to specify use of CarbonCure.

“It takes the architects to specify it and bring it to the attention of the client,” she said. “Out here it just didn’t exist.”

After calling concrete manufacturers on the East Coast, where CarbonCure has made more inroads, however, it was like talking to company representatives, she said.

“The only reason they don’t use it on every project is that the architects don’t specify it,” she said. “It’s a superior product.”

The technology is a little more than 10 years old, said Kevin Davis, CarbonCure’s Pacific Northwest representative. But it has begun to enter the industry only in the past several years.

“We’ve been focusing on the concrete producers for the last four years, so people like Knife River are the type of firms we deal with,” Davis said. “They supply a lot of concrete, and it makes a lot of sense.”

CarbonCure uses processed industrial carbon dioxide captured at a British Petroleum oil refinery in Blaine, Washington.

“It’s the same as is used in soft drinks and beer,” Davis said. “It’s readily available, and we’ve developed a technology that injects it into concrete, recalcifies the cement and allows use of less cement and makes it stronger. It just takes a little bit of software and technology to implement.”

Because the carbon dioxide replaces cement – the most costly ingredient of concrete – in a mix, the aggregate cost is reduced accordingly.

As climate change continues to gain attention, the technology is expected to attract interest, said Kelly Alexander, ready mix manager for Knife River’s Metro Division, which operates the Troutdale plant.

“We try and work with people like that to get the message out there,” he said. “So it’s our hope this won’t be the last Knife River plant we do, or the last in Portland. We make 3.8 million cubic yards a year, so there’s a tremendous opportunity to address most of this. We have the ability to impact production significantly across the state.”

Alexander said YGH approached Knife River last year, made its interest in CarbonCure known and got the process rolling. By the time Knife River put in a tender for the concrete on the project, CarbonCure technology had been specified for bidders.

“We tend to get the technology integrated,” he said. “Sometimes producers come to us proactively, and the other way is when someone like YGH specifies it into a project.”

So far, San Francisco is a very strong market for the new technology, as well as cities on the East Coast.

“In general, yes, the coasts are good,” Alexander said. “But we have a strong Midwest presence in Chicago, and we have pockets of business that tend to be around producers that have that sustainability message, and sometimes it doesn’t matter where they are.”

Davis was on hand in Troutdale in February to oversee installation of CarbonCure’s technology at Knife River’s plant, as well as the first pours of footings and pile caps featuring the new mixes.

“We’ll take a standard mix that Knife River has and add CO2 to that directly,” Davis said.

The company’s experience has shown the injection of carbon dioxide directly into a mix increases its strength by roughly 10 to 12 percent. But that’s only part of the equation.

“They need concrete that’s delivered to specs, not necessarily stronger, so we reduce the amount of cement to allow them to achieve their PSI figure,” Davis said. “It achieves the design strength with less cement, and that’s what gives us the carbon reduction.”

That’s the concept in a nutshell.

“The fact this hasn’t become the norm more quickly is a little bit surprising to me because it’s such a clear win,” Thayer said.

It’s a huge advance for the entire industry, Kubo added.

“All of the concrete manufacturers I spoke with on the East Coast were not charging any extra for it on any of their projects,” she said. “It is a fantastic technology and a game changer for our industry in terms of embodied carbon, which is what YGH is really focused on right now.”

With the additions of six airline gates and seven restaurants, the expansion of Portland International ‘s Concourse E is a big deal for travelers.

The 830-foot-long expansion, designed by and Denver-based Fentress Architects, is one project of many large ones within the Port of Portland’s huge PDX Next initiative. Others that will take place over the next several years include: remodels of concourses A and B, construction of larger security checkpoints, refurbishment of ticketing and baggage drop spaces, and the addition of rental car space. Work is expected to continue through at least 2024.

The $215 million Concourse E project is about five months from completion; it’s expected open in June. , the project’s general contractor, also is working with as a joint venture on the upcoming overhaul of the main terminal and security checkpoints, among other improvements.

The concourse expansion is taller than the existing section and has a lot more windows that will let in a lot of natural light. Three types of glazing with different opacity are being used.

In addition, the south side will feature a curtain wall system to maximize natural light and minimize heat gain inside. This feature and others are contributing to pursuit of a Leadership in Energy and Environmental Design gold rating.

Right now, a host of craft workers are working on both the interior and exterior of the concourse extension. Carpenters, plasterers and laborers with Performance Contracting Inc. are framing the interior walls, ceilings and soffits, and also applying fireproofing. Meanwhile, plasterers and laborers with Professional Lath and Plaster are applying acoustic dampening material to the same walls prior to painting.

Electricians from Oregon Electric Group and O’Neill Electric are also busy with interior work, while flooring specialist Top End Terrazzo of Los Angeles is installing terrazzo tile.

The five-year, $2 billion-plus program calls for upgrading nearly all of Portland International , piece by piece. Construction of a new main terminal is the heart of the initiative. But another critical project now under way will add a new six-story, 2,400-space parking garage, a four-story office building with an on-site car rental facility and a new exit plaza.

The new Parking Additions and Consolidated Rental Car Facility is expected to significantly help travelers and airport employees enter and exit the grounds.

“We’re really looking at it more as a improvement around the whole airport,” spokeswoman Kama Simonds said.

and Construction are using a progressive design-build model that allows for rapid and timely changes as needed.

The scope of work includes new offices for airport operations, additional long-term parking, a consolidated rental car facility, new rental car offices and a new and relocated parking toll plaza. Efforts that will enable these additions include modifications to the existing P2 parking structure as well as significant upgrades to surface roadways and underground utilities.

Work began over a year ago, and much has taken place since. The exit plaza building and travel lanes are nearly complete, and a new parking garage for rental car fueling, cleaning and storage has also been constructed. Another important portion of the project involves moving underground utilities out of the new buildings’ footprint.

JE Dunn is self-performing the concrete work for this project, and plenty of that remains – especially for the new parking structure. Crews are also building temporary ramps from the existing parking structures to provide egress while the new parking garage is built.

Finally, crews are excavating and pile driving to accommodate construction of the new parking structure. Because of the sensitivity of the radar systems and others used in the airport control tower, vibratory pile driving is being used instead of traditional drilling.

Much of the work involves temporary structures or solutions that will enable crews to complete permanent ones. That’s the case with a roadway being built to connect the parking structures with the new exit plaza. Once the new garage is complete, the temporary road will come out and a new roadway running straight east from the new P3 garage to the new exit plaza will be built.

“Ultimately, they will all come out on level three on P3, and it will be an elevated roadway all the way out of here,” said Anna Tindall, a Port of Portland civil engineering inspector. “You can see the squares down there – those are the piles they’ve already driven for the elevated roadway. This will all end up being an elevated roadway.”

Another crucial part of the will be the addition of a second light-rail track to the airport terminal. Currently, TriMet‘s MAX Red Line moves to and from the main terminal via a single spur line that will be replaced. The addition of a second track will ease MAX scheduling throughout the system.

Various phases of this project will roll out in stages. The new rental car storage garage is already up and running, while the new exit plaza should open in November. Then the temporary road will be constructed to clear space for construction of the P3 garage. But in the meantime, ironworkers are already building the rebar cages for the concrete beams that will tie the P2 and P3 structures together.

The complicated dance of scheduling and logistics should produce a finished parking garage by mid-2021, Simonds said.

“It’s super complex, and we’re moving everything around,” she said. “It’s crowded, and we’re making these small, micro-adjustments to make it better. But a big fix is still a couple of years off.”

Another package of work is being put out to bid for the ‘s Concourse B redevelopment project at Portland International .

The project will include demolition of the existing Concourse A, renovation of the existing Concourse B (including an 18,000-square-foot addition) and reconfiguration of ground loading operations with six aircraft parking positions and enhanced overnight parking. Also, Gate B4 will be recommissioned and passenger concessions and amenities will be improved. This is a $100 million portion of the $1.3 billion Next renovation plan expected to continue for at least five more years.

A joint venture of and is serving as the construction manager/general contractor (CM/GC) for the project, which was designed by . Bid package No. 2 is for demolition, masonry, metal fabrication, architectural woodwork, architectural sheet metal, doors and frames and hardware, coiling doors and grilles, aluminum-framed entrances and storefronts, ceramic tile, painting, signage, toilet compartments, toilet and bath accessories and fire protection specialties, roller window shades, fire suppression, plumbing, HVAC and electrical.

A nonmandatory, but strongly encouraged, pre-bid meeting is set for 1 p.m. on April 3, at the Hoffman Skanska LLC office in the former Delta Cargo building at 7000 N.E. Airport Way. Attendees are asked to first meet at the T-CORE Conference Room on the main terminal’s mezzanine level.

and are working jointly to carry out the first phase of work in a $950 million effort to expand ‘s terminal core. Bids are now being sought from subcontractors interested in performing a wide variety of tasks.

has designed the expansion project. It includes construction of a multistory addition to the existing terminal building between concourses C and D. All below-grade utilities serving that building will be relocated.

The existing building’s roof and mezzanine will be removed, and then a new large-span roofing system will be installed over the entire terminal core complex.

New post-security concession nodes and a new pre-security concession hall will be built, as will new security checkpoints in the addition. Meanwhile, crews will relocate or build new passenger exits, a new ticket lobby and counters, baggage handling systems, new and upgraded restrooms and an upgraded baggage claim area.

Behind the scenes, there will be installation of new mechanical, electrical, plumbing, and information technology systems.

Also, 16 passenger-boarding bridges will be removed and new bridges installed, while an expansion of the crew security checkpoint will also be expanded and improved.

Finally, Concourse B will be extended and improved, and Concourse A will be demolished.

Crews working on the $215 million terminal balancing project at Portland International reached an important milestone Thursday when ironworkers topped out the 830-foot-long expansion of Concourse E.

The ceremony took place in the mud in the middle of the site of the most prominent in a series of construction projects that will revamp and modernize the airport. Dubbed PDX Next, the program will include construction of larger security checkpoints, refurbishment of ticketing and baggage drop spaces, and the addition of rental car space. Also, concourses A and B will be remodeled. Work is expected to continue through at least 2024.

“Overall we’ve got until June of 2020, and the (terminal balancing) project will turn over,” said Ryan Richards, a senior project manager with , which is serving as general contractor for the project. “What we’re doing here is actually swapping airlines; Southwest Airlines is moving from C Terminal over to E … This is the extension of E. So what that will do is balance the airport so you’re not waiting in line so long; it will shorten the lines and service the passengers coming in quite nicely.”

More than 1,400 tons of steel and 6,000 cubic yards of concrete have been used so far, Richards said. Winter weather has at times dictated the work schedule.

“Every day was sunny,” Richards said with a laugh. “No, it’s been a challenge. We’re at the end of the (Columbia River) Gorge here and the winds just fly through here. So on a day when you have above 30 (mph) gusts, you’re shut down; the cranes are shut down. We’ve had 20 of those days, but we were still able to get (steel erection) done in three months, which is really impressive. It’s a really good job.”

Designed by Portland’s and Denver-based Fentress Architects, the terminal balancing project calls for the addition of six domestic passenger gates that will serve Southwest Airlines. The new terminal will be taller than the existing section and have more windows to take advantage of natural light. Three types of glazing with different opacity will be used.

In addition, the structure’s south side will feature windows with a curtain wall – an approach that will help maximize natural light while minimizing heat gain inside. The design strategy is geared to achieve a Leadership in Energy and Environmental Design gold rating.

“There are going to be six new gates, and (passengers) are going to find some really neat things on the concourse when it’s all finished,” Port of Portland spokeswoman Kama Simonds said. “There will be more comfortable seating, more places to charge cellphones and laptops – all the things we hear travelers saying ‘we need more of that.’ There will be new shops and restaurants, so the airport that you know and love will be getting even better.”

A warehouse near Portland International has sold for $8 million.

The warehouse at 5825 N.E. Skyport Way is 100 percent leased to a single tenant: Silver Eagle Manufacturing, a maker of heavy-duty vehicle trailers.

The buyer was , a commercial real estate investment company based in the Los Angeles area. The seller was Ederer Properties II. No company of that name was found in Oregon Secretary of State corporate records.

The 77,960-square-foot warehouse also has 7,000 square feet of office space. The facility occupies 6.21 acres, and is close to interstates 5 and 205.

brokers Scott Murphy, Zach Francis and Karla Hansen represented both parties in the transaction.

“The buyer was looking to buy an industrial building in Portland for the last two years,” Murphy stated in a news release. “The inventory has been very low with high barriers to entry for these types of properties. This was one of only a few industrial investment sales between $5 million and $10 million in the past year.”

Capitalization rates remain compressed, Murphy stated.

Portland’s industrial market remains hot, with 1.3 million square feet absorbed during the second quarter, according to a report. Rents have escalated as well, reaching $0.73 per square foot, according to the firm.
