The Port of Vancouver USA’s Terminal 1 Block A & C is transforming the city’s waterfront into a dynamic mixed-use destination that honors its maritime heritage while creating new economic opportunities.

Completed in October 2024, the project features two mid-rise rising nine and 10 stories above a shared landscaped podium. The development delivers 287,100 square feet of office space, 12,835 square feet of retail, and a 346,900-square-foot parking structure.

“The Launch,” a pedestrian axis that bisects the towers, recalls the site’s history as a wartime shipbuilding hub while providing sweeping views of the and city skyline.

Lincoln Property faced significant challenges during development, including negotiating a long-term lease within just 90 days while simultaneously modifying project plans from a mixed office-residential design to an all-office development.

During the pandemic, supply chain disruptions were a major concern. The team prioritized domestic materials, partnering with a local Vancouver vendor to develop the distinctive metal exterior featuring blades and serrated edges that create dynamic interactions with sunlight.

The towers have achieved v4 certification, incorporating bird-safe glazing and native plantings that support pollinator habitats. The project reduces landscape irrigation by 75 percent and includes occupiable roof terraces, bike storage facilities, and EV charging stations.

has established its West Coast hub at Terminal 1, leasing both towers and cementing the development’s role as a premier business destination in the Vancouver-Portland metro area.

The Port of Vancouver USA and City of Vancouver were critical to the project’s success. Their leadership is transforming the former 1920s warehouse site into an extension of downtown Vancouver with strategic freeway visibility and direct connectivity to Portland via the Interstate Bridge.

Public art features prominently, with murals by local artists Jeremy Nichols, Hayden Senter, and Ana Gabriela depicting imagery inspired by the Columbia River, Indigenous stories, and the city’s industrial heritage.

General contractor Robertson & Olson Construction completed the project with exemplary safety standards, earning multiple START Certifications from the Washington Department of Labor and Industries. DLR Group was executive architect on the project.

“The successful public-private partnership between the Port of Vancouver USA and Lincoln Property Company, spanning over five years, enabled the bold vision of constructing a Class A world headquarters for the tenant,” noted Patrick Gilligan, senior executive vice president with LPC, in the project submission form. “This collaboration also facilitated the execution of the largest lease signing in the Portland metro market in recent years.”

The Port of Vancouver USA is seeking developers interested in creating mixed-use space on two blocks at the port’s 10-acre site along the .

The port has issued a request for proposals. Submissions are due by 5 p.m. on March 21.

The property, at the port’s Terminal 1, includes two blocks between the riverfront and downtown Vancouver, north of Columbia Way. Two additional blocks are slated for development at a later date.

The port envisions office, residential, ground-floor retail and parking uses, as guided by the Concept Development Plan approved by the city of Vancouver in 2017.

“One of the biggest things we really hope for is partnership,” said Abbi Russell, spokeswoman for the Port of Vancouver USA.

The port needs a development partner who understands the history of the property and the importance of the link between the riverfront and downtown Vancouver, she said.

Plans call for adaptive reuse of the Terminal 1 facility – a 1920s warehouse that currently houses a restaurant.

Meanwhile, ‘s continues to attract office, residential and retail tenants to the newly redeveloped area.

“Terminal 1 is a little bit different in that it’s owned by a public entity, and it really has a community connotation,” Russell said.

An informational meeting will take place at 2:30 p.m. on March 5 at the port’s commission room, 3103 N.W. Lower River Road.

The demolition and dock replacement project is a major component of a large, multiyear redevelopment program at the . The dock currently supports two buildings that will also come down: the south wing of the former Red Lion Hotel and the original port warehouse building, which houses the Warehouse ’23 restaurant.

This project will involve demolishing the dock and two buildings and designing a replacement dock structure, along with obtaining all required land use and building permits.

The period of performance for completion of the project extends until 2023. A number of buildings featuring hotels, restaurants and residential units are planned for the area near the dock; Tualatin-based Gramor is spearheading the effort.

The project will occur in a busy and highly-visible downtown setting, according to the request for qualifications posted Tuesday. As well as engineering and design expertise, the winning firm must provide construction management inspection services.

Bids are due by 5 p.m. on Oct. 11. The port’s board of commissioners is scheduled to vote in November whether to approve the chosen finalist, with contract work beginning the next month.

The Port of Vancouver USA on Tuesday named Vesta Hospitality the preferred developer for the port’s Terminal 1 property.

Vesta Hospitality President and CEO Rick Takach Jr. said he plans to build a 150-room by Marriott. Takach said his successful bid benefited from the inclusion of Marriott, architecture firm and construction firm Deacon Corp.

“I’m bringing a very experienced team to the table at this point,” he said. “We worked very, very hard to put our best foot forward.”

Also, the port has chosen Holland Partner Group to serve as the master developer of a mixed-use complex at Terminal 1. The firm has developed several projects in Hillsboro and Wilsonville, and has also developed projects in Seattle’s South Lake Union neighborhood, and in Los Angeles, San Diego and Denver.

The mixed-use project at Terminal 1 could include office, retail and residential space. The port and the developers will refine a comprehensive plan with the goal of breaking ground in mid-2017, said Katy Brooks, the port’s economic development director.

“It’s a very aggressive timeline, but that’s what we’re shooting for,” she said.

Takach cautioned that a long-term land lease still must be negotiated and a final vote by port commissioners must take place. But he said port officials and Vesta share a common vision.

“My expectation is that we will be able to get this done without too much of a problem, because everybody’s on the same page,” he said.

Takach is a longtime Vancouver developer. Vesta also owns the Homewood Suites by Hilton, which opened along the in 1997. Takach said his local experience gave him an edge in the bidding.

“They’re looking for someone that could be available,” he said. “We’re obviously very available – I can see the site from my office.”

The Terminal 1 site is near a former Red Lion hotel on the Columbia River. A portion of the structure is being converted into the Columbia River Life Sciences Building – a planned hub for biotech companies. AbSci has signed a lease agreement, and will move in soon, said Abbi Russell, communications manager for the port.

Takach said he has invested in the Homewood Suites property and its employees over the years, and that he plans to do the same with the AC Hotel.

“This is not a buy and flip for me,” he said. “This is a long-term hold.”

Construction of the AC Hotel is expected to cost $25 million to $30 million, Takach said. A rooftop deck is being considered for the European-inspired hotel.

The AC Hotel will have some meeting space, but Takach said he’s not trying to take business from Vancouver’s existing hotels.

“We’re not going to build so much meeting space that we’re trying to compete,” he said. “We just want to build enough that we could do some high-end corporate meetings.”

Separately, Takach closed Tuesday on a purchase of the 148-room Best Western Agate Beach Inn in Newport. He declined to reveal the purchase price, but said he plans to invest about $6.5 million in improvements.

“It could be a little jewel,” he said.

The plan is to renovate guest rooms, the lobby, the exterior, and food and beverage operations. Takach said he would rely on Texas-based Plantés Hotel Renovation Inc. for the project.
