Built in 1926, the Chitwood Covered Bridge, which spans the Yaquina River off busy Highway 20 near Newport, was in sore need of repair. The scope of the $1.22 million project included restoring the structural integrity of the 96-foot-long bridge, which features a Howe Truss design, while maintaining the original design esthetic that make it both a vital artery for local traffic and an attraction for covered bridge enthusiasts.

Before work on the bridge could begin, a parallel detour road and bridge had to be constructed. A tight in-water work window compelled Legacy Construction Inc. to use ‘s existing 90-foot-long flatcar bridge. With the flatcar bridge in place, footings outside the ordinary high-water mark could be constructed.

Placement of the detour bridge was tricky. A large existing tree was not to be touched and a small shop at the foot of the bridge required a crane lifting the flat car roughly 30 feet over the landowner’s shop and 40 feet over the top of the existing bridge. To complicate matters, a flood event on December 19, 2014, made the detour bridge unusable. Legacy’s crews worked overtime to make the structure usable by Christmas Eve so that the homeowners on the other side would have access across the river.

Replacement of the bridge’s timbers also caused some problems, required Legacy to work with a Canadian firm to get old-growth, clear-grain cedar timber cut to specification, dried and prepared on schedule. Once dried, the wet season required the lumber, some of which was cut in lengths up to 26 feet, to be pre-painted in a warehouse rather than onsite. Hand-split cedar shakes topped the project and an existing guardrail system was replaced with a new steel-backed timber rail system.

The end result of the project was a full restoration with additional engineering reinforcement that will perform as both a dependable transit across the river and a little local charm for the community. With an eye toward adding to that charm, the exterior of the bridge was painted to match the original red of the structure and the sign above the bridge entrance, which lists the bridge name, its elevation and the distance to Portland and San Francisco – 139 ½ miles and 750 ½ miles, respectively – was restored.

Southwest Multnomah Boulevard Pedestrian/Bike Improvements

Portland has earned a national reputation for including cycling and pedestrian needs in its overall traffic plan. Recent improvements to the stretch of Multnomah Boulevard between Southwest 22nd and Southwest 35th avenues add to that reputation.

The project was cooperatively designed with , and the city bureaus of and environmental services. The new bike lanes and pedestrian paths have created a multi-modal corridor that provides separation from traffic and offers a dedicated route from Multnomah Village to Barbur Boulevard, a stretch that was previously segmented and incomplete.

Continuous pedestrian walkways were added in both directions, and a raised westbound cycle track and shared bike and pedestrian eastbound track were constructed. The eastbound path is separated from traffic with a linear stormwater facility that mitigates runoff into an improved drainage system. The cycle track was designed to integrate into the city’s transportation network while still allowing room for motor vehicles to pull over and for emergency vehicles to pass safely.

The $4 million project was jointly funded through a city stormwater fund and state transportation funds, with additional money for road surface restoration coming from the Burlingame Trunk Sewer project for surface restoration of the roadway.

Started in 2011, the project was completed on time. Since its opening, it has received rave reviews, including a blog posted on the Bike Portland website that identifies the project as one of the city’s best bike lanes.

The city of Camas sits next to the Columbia River about 20 miles east of Vancouver, Washington. The community of 20,000 was originally developed around a large paper mill, but in the past decade has seen a tremendous growth in high-tech, white-collar jobs and residents.

Northwest Friberg was a 20-foot wide “rural-feeling” roadway with no pedestrian facilities. The corridor had experienced increasing traffic, including vehicles associated with a nearby high school. It also was situation in an area that included wetlands and slow draining soils in an area that experiences an annual rainfall that is more than 150 percent of the national average.

As engineer for improvements for the area, Inc. worked with both the city of Camus and Clark County to create an elegant and functional solution that mitigated drainage and enhanced the value of undeveloped property on either side of the project area. The project had to continue without impeding existing traffic flow during the proposed construction period of over two years. The design had to minimize impacts on existing right-of-way during the installation of new utility poles, 270 feet of waterline and nearly 4,200 feet of sanitary sewer.

The $4.3 million project was completed on time and within the original budget.

HHPR successfully delivered it work on the project meeting all required goals of the project, including adding a dedicated bike/pedestrian path featuring additional lighting and landscaping.

HHPR also met the Washington Department of Ecology’s requirement to lessen downstream impact by installing 47,000 cubic feet of stormwater detention. In addition, 2,400 linear feet of 60-inch pipe was installed beneath the bike lane to receive and detain stormwater, filter it and slow its release into an adjacent ravine and nearby stream. The detainment system also protects nearby wetlands from periodic flooding from runoff.

The added bike lanes and paved pedestrian walkway also offer alternative for students and staff at the nearby high school, encouraging them to walk and bike to school rather than drive.

For weary travelers returning to Portland, the carpet at Portland International Airport is a sign that they have returned safely home.

A project to replace the carpet, along with related work, turned into a highly visible job for general contractor . The $8.4 million project included complete removal and replacement of 14.6 acres of custom-made broadloom carpet; the replacement of terrazzo flooring in two concourses; and extensive removal of wallpaper, followed by patching and repainting.

The iconic impression of the old carpet design was kept in mind. Hennebery Eddy Architects worked with Port of Portland officials to design unique colors and patterns that would echo the old carpet to give PDX travelers both visual and physical comfort.

Project challenges included a narrow window for work, with no room for error. In addition, security, safety and logistics were areas of special focus for the project team.

Sustainabilty played a key role in the project. Careful planning led to effective disposal of all 235 tons of the old material. Thirty percent was repurposed on several other projects including the of a 100-year-old JC Penny in Hood River, a Portland high school, a community center, Portland International Raceway, and Habitat for Humanity projects. The remainder was turned into carpet pad.

Waste swaths of new carpet greater than two feet in width were retained to make area rugs or for similar future use. Even the cardboard tubes and wood pallets were recycled or reused.

The project was finished a full month ahead of schedule and nearly $1 million under budget.

projects are often full of surprises. The full renovation of Hotel Eastlund, a 4-star, 168-room boutique hotel in the heart of the Portland’s Lloyd District, was no exception.

Originally built in the 1960s, the hotel’s floors and load-bearing walls were laced with tensioning cables. Deconstruction was painfully slow at times as ground-penetrating radar and x-ray machines were on-site through most of the project to insure those cables were not damaged and that structural integrity of the building was maintained.

What had originally been planned as a selective demolition turned into a full gutting of the building’s interior. All plumbing and electrical features were replaced and new low-voltage communication lines were installed.

Electric controls were consolidated into a 22-foot vault that originally was intended to be placed outside. However, restrictions due to the nearby light-rail tracks and other problems caused it to be engineered to go underground, pushed back into the building. Seismic upgrades were made in the basement and the hotel’s restaurant and cafe were moved to the rooftop.

The $22 million project was further pressured by a very tight time line. Grand Ventures Hotel, the owner, wanted the project finished in time for the beginning of the busy season that starts with Portland’s Rose parade in late spring. From the start of demolition, often had crews working double shifts and extra attention paid to tracking material orders to bring them in on time. The result was a completion date of May 2015, just nine months from start to finish.

2nd Hamilton_Bend Whitewater Park_2The Colorado Dam Safe Passage project was a unique approach to improve a section of the Deschutes River in Bend.

The $10 million project started at a low-water period with deconstruction of a deficient pedestrian bridge and an existing small dam to allow inner-tubers and kayakers safe access through the Colorado Avenue Corridor of the river.

The rehabilitation project established three channels. The first channel features a set of mildly stepped riffles to allow recreational for tubers with twelve minor drops in elevation, guiding them towards the Drake Park take-out area downstream. The middle channel consists of four waves that are adjustable by a series of inflatable bladders to provide a range of difficulty – from beginner to expert — for paddleboarders, kayakers, boogie boarders and surf boarders. A third habitat channel includes multiple water cascades, shallow bedding areas and backwater areas for fish, aquatic plants and other aquatic animals.

Each of the three channels presented unique hydraulic design challenges. The “floater” channel had to meet hydraulic design regulations for the passage of red trout while providing downstream passage for casual floaters. The whitewater channel required four wave locations with conditions that dissipated flowing water energy to create waves that would function at various heights. The bladder system allowed control through simple adjustments of inflatable bladders to compensate for water flow and allow various wave heights. A rock island separates the habitat channel from the other channels, a design feature that keeps people out of the sensitive area while also proving an aesthetic focal point.

The design process involved eight neighborhood meetings, two design advice hearings and a Type III Design Review.

“Through that collaborative process we were able to come up with an iconic and award-winning design, and that’s because of the process we went through,” said principal architect Terry Krause.

Another unique aspect involved the effort to combine the 110,000-square-foot building’s historic character with a contemporary feel and function, and to ensure the supermarket would fit in with its location and surroundings. Metal panels and steel structural frames contrast against the red brick exterior. The blade signage that defines the building’s south facade was an important design element that pays homage to Portland’s past by incorporating classic and authentic neighborhood themes.

“The addition of the new outside colonnade and improved frontage along Burnside dramatically enhances the customer experience by making it comfortable and easily accessible by foot,” said Dick Spies, senior designer and architect. “It was

a profound response to the neighborhood.”

Stadium Fred Meyer sits at the convergence of the Goose Hollow and Northwest District neighborhoods and along West Burnside Street, one of Portland’s busiest traffic corridors. Design for the renovation needed to address the growing demand for walkability in the neighborhood as well as city mandates for pedestrian walkways and TriMet’s public transit needs.

“I think that whole pedestrian-friendly approach really adds to the appeal,” Krause said. The colonnade along the building’s south façade was designed to use the setback as pedestrian space carved from the building.

The renovation project added 58 parking spots for bicycles, 32 of which are covered with safe access through the garage. It also added more parking spaces for cars.

In addition to retail use, the building’s layout incorporates additional social areas for the public, including a café, wine bar and sushi bar. The 29th Place Workshop, located on the mezzanine, features a demonstration kitchen for classes. A large community room for meetings and events overlooks West Burnside and Providence Park.

High ceilings and large windows allow for natural lighting. A 30,000-square-foot green roof on the third floor serves as an employee break area that features a glass parapet.

The remodel project, which included demolishing an old Hollywood Video building, added 41,000 square feet to the supermarket and more than 80 jobs.

“Mackenzie has been a terrific partner designing stores that work for the personality of the community and have been great to work with, particularly on the Stadium Fred Meyer store,” said Melinda Merrill, Fred Meyer’s director of public affairs.

R&O Construction was the general contractor, and Kramer Gehlen & Associates Inc. and Interface Engineering provided structural design and mechanical engineering to the retail showroom.

The American Institute of Architects Portland chapter and Mayor Charlie Hales honored the Stadium Fred Meyer project with the 2015 Mayor’s Award.
