Amanda Owings credits her father with guiding her toward civil engineering, and working alongside him is her greatest career accomplishment. Their projects include a major roadway corridor that helped revitalize a city鈥檚 downtown.

Owings believes people鈥檚 best work happens when they think beyond individual tasks and focus on how to succeed as a team while staying curious about each other鈥檚 disciplines and constraints.

鈥淭hat kind of openness can feel vulnerable, but in the best possible way,鈥� she said. 鈥淚t builds trust, respect and a deeper understanding of how to support one another. I鈥檓 driven by creating environments where collaboration feels natural and people are empowered to bring their expertise forward.鈥�

An active member of the APWA鈥檚 Oregon chapter, Owings served on the Leadership and Management Committee and helped develop a new mentorship program in which she also participated.

鈥淚t was incredibly rewarding to contribute to its development and experience its value firsthand,鈥� she said. 鈥淚 believe mentorship is essential because it offers perspective, connection and guidance that can help professionals grow at any stage of their career.鈥�

After graduating from California State University in Sacramento, Chris Palmateer started working at VLMK in 1995. He served as a longtime partner and board member before being named president in October 2023.

Palmateer has an extensive background in structural engineering design and analysis of structural steel, reinforced concrete, reinforced masonry and wood structures. His primary responsibilities include the planning and design of industrial buildings and parks ranging in size from five acres to more than 100. Palmateer has a proven track record of optimizing both the site development and building designs in these projects.

VLMK Engineering + Design provides engineering and design services for commercial, light industrial, retail, multifamily and entertainment projects across the U.S. In addition to its Portland office, VLMK has locations in Vancouver, Washington, and Phoenix, Arizona. The firm provides consulting engineering services in 35 states.

A partner at KPMG for a decade before joining AECOM in 2009, Troy Rudd held a series of operational and financial leadership positions, including chief financial officer, before being named chairman and chief executive officer in 2020.

Since then, Rudd has been credited with leading AECOM鈥檚 transformation into a leading infrastructure consulting firm and professional services organization. Over his career, he has developed extensive executive experience in the engineering, design and construction industries, professional services sector, finance, public company matters, international business, strategic planning, and mergers and acquisitions.

Through AECOM鈥檚 鈥淭hink and Act Globally鈥� strategy, Rudd has championed investments in talent development, innovation and technical excellence to strengthen the firm鈥檚 competitive advantage.

Under his leadership, AECOM has sharpened its focus on winning and complex programs and projects. The firm鈥檚 work in the Rose City includes the Portland Streetcar, Portland Mall LRT extension, the Pacific Hydro Portland Wind Energy project, and Providence Park.

Rudd鈥檚 community service includes serving on the executive boards of the SMU Lyle School of Engineering and the Sustainable Markets Initiative.

Volunteerism helped Jeff Shoemaker realize the power of teamwork, which he brought to his engineering career when he began it two decades ago. For instance, he worked with young people in Eastern Appalachia as well as designed energy efficient stoves and planted sustainably harvested trees in Nicaragua.

Over the past 20 years, Shoemaker has honed his expertise in all facets of civil design and land development. In 2023, he was named DOWL鈥檚 president, becoming just the fourth person in the 63-year-old company鈥檚 history to serve in that role. DOWL provides planning, surveying, engineering, environmental and other support services. Its engineering services include transportation, civil, structural, water resources and geotechnical.

Shoemaker joined DOWL鈥檚 Board of Directors in 2022. He serves as chair of the Leadership/Ownership Transition and Business Growth committees.

As national director for the American Council of Engineering Companies of Oregon, Karen Tatman represents the approximately 3,700 employees and 120 consulting engineering and surveying firms they work for in Oregon and Southwest Washington at national ACEC meetings.

With nearly four decades of experience in transportation design and project management, Tatman has been responsible for more than $500 million in highway improvement projects in the study, design and construction phases of project development.

She also has served as a mentor to hundreds of people, especially young people, through her work with Consor and her involvement with ACEC Oregon over the past two decades. Prior to being named national director, she was the second woman president of ACEC Oregon鈥檚 board.

Tatman鈥檚 colleagues have praised her for going above and beyond with every assignment and describe her as a powerhouse who deserves recognition for her significant contributions to Consor, its clients and communities across the Pacific Northwest.
