Todd Mustard, executive manager of the National Electrical Contractors Association鈥檚 Oregon-Columbia chapter, has dedicated over two decades to advancing the construction industry through strategic leadership and collaborative initiatives. After beginning his career in 2003 with The Association of Union Constructors (TAUC), Mustard spent 20 years developing expertise in union construction advocacy before joining NECA in May 2023.

Among his significant contributions, Mustard helped initiate and coordinate the Emergency Regional Mental Health Summit, a groundbreaking event jointly hosted by NECA and the International Brotherhood of Electrical Workers. The summit united contractors, labor leaders, subject-matter experts, and community partners to address mental health and suicide prevention in the construction industry. Mustard facilitated collaboration between organizations, shaped the summit agenda, and ensured discussions focused on actionable resources and best practices.

Currently, Mustard serves on the board of the business and union labor leaders session and United for Portland. He also serves as trustee for several Taft-Hartley Trusts providing health, welfare, and defined benefits to industry workers.

After Paul Vanderford received his undergraduate degree, he studied the human aspects of natural resource management in South Africa. It was just after the apartheid government ended and efforts to make natural resource ownership more equitable began.

Vanderford began his career in wood markets at the Rainforest Alliance and then moved to Portland to run a new regional office and serve about 160 businesses that bought and sold wood products.

Vanderford then met Chad Davis, Sustainable Northwest鈥檚 forest stewardship director, who wanted to help businesses address market demand for sustainable wood products. Together, they established the first FSC-Group certification program in North America. Sustainable Northwest hired Vanderford to oversee the program.

As wood markets program director, he works with partners and funders, and supports locally and tribally owned forests.

鈥淚 think my work allows people to stop being afraid and allows people to start understanding that they can have a positive footprint, that they can be intentional, that they can live their lives in a way that celebrates the human connection to landscapes,鈥� Vanderford said.

Cinna’Mon Williams serves as chief operating officer of NAMC-Oregon, bringing three decades of industry experience to her leadership role.

Throughout her career, Williams has dedicated herself to coaching and mentoring employees, job seekers, and small business owners as they pursue personal and professional goals. She has built authentic relationships and created lasting impact within the small business community and communities of color, focusing on creating opportunities for individuals with similar lived experiences.

Williams explained that her leadership philosophy is grounded in service, authenticity, and empowerment, believing true leadership means lifting others up and creating spaces where voices are heard. She noted that success is measured by collective progress and prosperity rather than individual accolades.

Williams currently serves on the Energy Trust of Oregon Diversity Action Council, the Community Oversight Advisory Committee, and the NAACP PDX branch, continuing her commitment to community engagement and advocacy.

Moayad Zahralddin has spent slightly more than a year serving on a short-term contract as operations director for OAME to stabilize organizational operations following significant turnover. He is responsible for strategic planning, team rebuilding, financial management and enhancement of community engagement.

Zahralddin also is focused on restoring operational continuity, fostering an inclusive workplace culture, and rebuilding relationships with key stakeholders to ensure the organization鈥檚 long-term success.

Prior to joining OAME, Zahralddin served as vice president at STAT Association Management in Fairfax, Virginia. Over more than two decades there, he positioned multiple nonprofit client organizations for success by orchestrating the delivery of full-scope association management services.

He also advised boards of directors and executive directors on creating and implementing effective management policy, and steered delivery of strategies, plans and hands-on operational support for budgeting and financial management, marketing, recruitment, memberships, certification programs, event planning, vendor management, board elections and committee meetings.
