Tonya Finley, manager of contracts and risk management at David Evans and Associates, has spent more than 31 years advancing the architecture and engineering industry. She began her career in Oak Ridge, Tennessee, managing contracts for the Department of Energy and Department of Defense before transitioning to support consulting engineering firms in both public and private sectors.

Finley helped lead the successful passage of Oregon鈥檚 Duty to Defend legislation (SB 1575), eliminating unfair contract clauses that disproportionately impacted design professionals on public projects. The legislative victory followed four years of focused advocacy.

Active with the American Council of Engineering Companies for more than 26 years, Finley recently moved to past president for ACEC Oregon after serving nine years on the board of directors. She currently serves on the ACEC National Planning Cabinet and ACEC AASHTO Joint Committee. She also serves on the board of directors for the Clackamas County Business Alliance and represents ACEC in legislative and transportation forums. Additionally, she is a member of the National Contract Management Association and co-teaches a cardio dance fitness class for people with special needs.

Lindsi Hammond is GRI鈥檚 first female engineer promoted to principal and board member. She now has 17 years of industry experience, including co-founding and growing the firm鈥檚 Pavement Division.

Hammond contributed to the design of one of the nation鈥檚 first seismically resilient airport runways for the Port of Portland, demonstrating her expertise in specialized infrastructure projects. Her technical work combines pavement engineering with innovative approaches to critical transportation systems.

She serves on the American Society of Civil Engineers鈥� T&DI Airfield Pavement Committee and participates in the Transportation Research Board. Hammond is also involved with Stem Like a Girl, an organization promoting STEM education and careers.

Hammond explained that her leadership philosophy centers on trust and accountability, creating environments where people feel supported, valued, and empowered. She noted that holding teams to high standards brings out the best in both work and professional relationships.

Now with 18 years of experience in the building industry, Jay Hedberg is a district manager (construction management) for Consor. Early in his career, he advanced from project engineer to civil general superintendent on a $1 billion design-build project, developing expertise in team leadership and complex project delivery under challenging conditions.

As project manager for the prime contractor on the I-205: Johnson Creek Boulevard to Glenn Jackson Bridge Phase 2 Project, Hedberg led the $15 million initiative identified by the Oregon State Legislature under a House bill. The project required completion within 12 months to trigger the next phase of transportation funding through a gas tax increase. Through strategic coordination and schedule management, his team delivered the project on time, supporting a critical legislative milestone.

Hedberg holds certifications as a construction manager and designated design-build professional. He maintains active involvement with the Construction Management Association of America, Design-Build Institute of America, American Council of Engineering Companies, and American Public Works Association.

Matt Hickey started as a design engineer on his first reservoir project in 1994 and said his greatest career accomplishment is leading a team to build Consor鈥檚 water storage reservoir practice group.聽As technical practice lead for reservoirs, Hickey also mentors others.

鈥淚t brings great satisfaction when some of our younger engineers develop into strong engineers who design new reservoirs, design rehabilitation of existing facilities, and have the knowledge to provide services during construction for large, complex reservoir projects,鈥� he said, adding he is driven by providing quality products to clients backed by lessons learned from over 30 years of experience.

鈥淢y philosophy in leading is providing direction to our team and allowing them to leverage their knowledge to advance designs and prepare them for QC reviews.聽We also encourage a team approach to solving problems to work to provide the best solutions we can for our clients,鈥� he said.聽

A member of the America Water Works Association, Hickey often provides technical presentations and serves on the AWWA D100 Welded Steel Reservoir Standards Review Committee.

Michael Humm is Oregon operations manager and vice president at Kennedy Jenks Consultants, where he has spent 21 years building his career. Throughout his tenure, Humm has focused on fostering collaborative environments that enable colleagues, clients and partners to succeed together while maintaining a commitment to project delivery and client service.

Humm鈥檚 leadership approach centers on transparency and integrity, working to build trust through honest decision-making processes. He has developed a reputation for creating opportunities that allow teams to accomplish their goals, from securing new projects to reaching construction milestones.

A dedicated mentor, Humm has shaped professionals who continue to lead across the industry, both at Kennedy Jenks and beyond. 鈥淢y greatest career accomplishment is being there for others,鈥� Humm explained, noting his pride in the strength and longevity of the teams he has helped build.

Humm is involved with the Pacific Northwest Clean Water Association, Water Environment Federation, Catholic Youth Organizations and Tigard Diamond Sports.

Kristen Jackson of Jacobs served as engineer of record for Oregon鈥檚 largest secondary clarifier project, completing the milestone six days ahead of regulatory deadlines despite complex seismic foundation design, COVID-19 disruptions, supply chain issues, and record heat waves. She led the interdisciplinary design team for seven major supporting systems encompassing over 24 pieces of equipment and associated control systems, then trained treatment plant staff during startup and commissioning of the secondary clarifiers, return activated sludge pump house, mixed liquor pumping, disinfection upgrades, ventilation systems, and associated yard piping. The project expanded secondary treatment capacity at the wastewater treatment plant, protecting the Columbia River.

Jackson spent three years with the Peace Corps in Peru, empowering mothers with educational materials about fecal-borne illnesses, hand washing, and drinking water treatment. With 15 years in the industry, she serves on boards including Portland Mountain Rescue, STEM Like a Girl, Santa Clara University鈥檚 engineering advisory committee, the Portland Peace Corps Association, and the Oregon Association of Clean Water Agencies.
